i <br /> I <br /> I believe there is another direction and course of action that is more appropriate than <br /> using a DCPC as a tool at this time to focus on addressing water resource and also other <br /> issues that were originally considered as part of the nomination process by the Planning <br /> Board, but subsequently not pursued. <br /> To build coalition and cooperation, I'm recommending the establishment of a committee <br /> of nine(9)individuals comprised of representatives of the Planning Board(2), <br /> Conservation Commission(1), Board of Health(1), Zoning Board of Appeals(1), Board <br /> of Selectmen (2) and public at large(2). This committee will be charged with <br /> establishing and overseeing planning and mitigation efforts to address these critical <br /> issues, starting with water resources. <br /> The committee will be chartered for a period of eighteen(18)months and will be <br /> required to submit a report directly to Board of Selectmen on a quarterly basis regarding <br /> progress made toward addressing these issues. It is expected that the committee and/or <br /> separate taskforces empowered by it will develop appropriate by-laws and regulations to <br /> be submitted for the consideration of Mashpee voters at each subsequent Town Meeting, <br /> starting with May 2006. <br /> In addition to addressing specific issues, this committee should be responsible for <br /> overseeing the updating the Town's Comprehensive Plan to reflect changes that have <br /> occurred since it was approved in 1998. An updated Comprehensive Plan is the overall <br /> road map for managing and preserving the Town's existing structure and natural <br /> resources while providing for smart growth and development in the future. <br />
