5 <br /> Board of Selectmen <br /> Minutes <br /> June 7, 2004 <br /> OLD BUSINESS.. <br /> Orchard Road Signalization Discussion: <br /> The Board of Selectmen discussed the critical need for signalization in <br /> Mashpee. In particular,the Orchard Road intersection off Route 28 was <br /> prioritized. The Town Administrator was directed to remit <br /> correspondence to the Cape Cod Commission in request to move the <br /> mitigation process forward within the next ninety days. <br /> APPOINTMENTS AND HEARINGS: <br /> Library Buildin Committee: <br /> .ommittee: <br /> Sheldon Gilbert, Chair of the Library Building Committee gave an in- <br /> depth discussion on his committee's recommendations regarding the <br /> construction and financing of a new Library for the Town of Mashpee. <br /> Revised building elevations and floor plans for the 17,370 square foot <br /> Library were presented to the Selectmen as were staffing needs and <br /> operational costs for the new$4,449,000 facility. <br /> A capital fundraising campaign is underway. To date,pledges in the <br /> amount of$130,000 have been received toward the $1.5 million goal. The <br /> privately donated funds would be used to finance all costs above the <br /> amount provided by the Town to bring the new Library to the residents of <br /> the Town of Mashpee. It was noted that it is necessary to secure $1 <br /> million in private donations before the Town can ask the voters to approve <br /> the capital expenditure. <br /> The Library Building Committee has proposed the Selectmen support an <br /> article to be included in the warrant to raise and appropriate $3,500,000 <br /> for the Library facility. The Selectmen's public support for the <br /> development of a new Library would enable the committee to continue <br /> fund raising efforts and to prepare a major publicity program. <br /> It was agreed that the Town would not go to bond market until after the <br /> new fiscal year 2007 which begins on July 1, 2006 in order to ensure that <br /> enough debt has been retired to enable the Town to secure proceeds from <br /> the sale of revenue bonds without increasing taxes. <br />
