9 <br /> Board of Selectmen <br /> Minutes <br /> August 5, 2002 <br /> OLD B USN WE :_SS. <br /> Town Meeting Warrant Review: <br /> Planning Board—Zoning Board of Appeals: <br /> The Board of Selectmen was in receipt of a draft of the Annual Town <br /> Meeting warrant dated July 31, 2002. Members of the Planning Board and <br /> Zoning Board of Appeals were present to discuss several zoning articles <br /> submitted by the Planning Board for the October Town Meeting. <br /> Zoning Board of Appeals Chairman, Ed Govoni related opposition to <br /> Article 24 and Article 26. Article 24 proposes that all commercial <br /> development be required to obtain a special permit from the Planning <br /> Board before projects are allowed to move forward. Presently, <br /> commercial developments larger than 10,000 square feet need a permit <br /> from the Planning Board. Commercial permits less than 10,-000 square <br /> feet require the Zoning Board of Appeals approval. <br /> Article 26 adds the new definition, Employer Dormitory. The article <br /> would allow the Planning Board to require the provision of a certain <br /> amount of affordable employee housing as part of their special permit <br /> decision on commercial and industrial projects and specify the standards <br /> under which such housing would be developed. . <br /> The article would allow developers to provide employee dormitories or <br /> contribute funds for the development of affordable housing. <br /> Mr. Govoni indicated that all of the boards should work together on the <br /> process and not just one board. An in-depth discussion followed. The <br /> Selectmen agreed that a process should be developed in which zoning <br /> articles come before the Selectmen for minor amendments. The use of an. <br /> outside consultant to assist in the process was considered. <br /> The use of in-house:assistance using the expertise of applicable <br /> departments to review the zoning bylaws was also considered. <br /> I <br />
