Members concurred <br /> that there was really only one viable option and that was Option 5 <br /> stated in the Executive Secretary ' s memorandum . This Option would <br /> call for two special elections . There would be one special election <br /> prior to the beginning of the fiscal year , July lst , requesting an <br /> override of $440 , 398 . 'There would be a second election in July to <br /> include all of the other override and debt exclusion questions . <br /> This second election would be for $175 , 298 . The theory behind this <br /> option is . that the override is of such significance that it must <br /> be handled separately without getting confused with any <br /> other ballot questions . The Finance Committee stated their belief <br /> that the override would stand a much better chance of approval if <br /> the $440, 398 were broken down into line items and voted as such . <br /> This approach was recently used by the town of Falmouth . This would <br /> -,allow individuals to vote on what they wanted to on the override . <br /> Prior to adjourning to join the Selectmen ' s meeting in progress , <br /> the Finance Committee nominated and voted Carl Heller , Chairman ; <br /> Carol Dunivan , Vice Chairman ; and Joyce Howell , Clerk . <br /> At 7 p . m , the members of the Finance Committee joined the <br /> Selectmen ' s meeting . The Chairman stated the Committee position <br /> that Option 5 appeared to be the only viable alternative . The <br /> Selectmen concurred . Carl expressed the Committee desire to see <br /> the override broken out into line items , The Executive Secretary <br /> noted that to break out the items in the override would require <br /> another town meeting . It would have to be as it had originally <br /> appeared and the only amount that could be sought for the override <br /> is the origianl amount of $440 , 869 . In view of the fact that <br /> items could not be listed individually on the override it was <br /> suggested that each department head submit an explanation of need . <br /> Selectman Hansen noted that he felt the election day should not <br /> be a Saturday and would prefer to see it on a weekday . This <br /> met with the approval of the Finance Committee and the Selectmen . <br /> The motion was made — that there be a special election , June 30 , <br /> 1_987 to assess $440 , 869 in real estate and person property tax <br /> beginning July 1 , 1987 . The motion carried . <br /> There would have to be a second election in July , to <br /> include all of the other override and debt exclusion questions . <br /> Finance Committee reconvened in the Accountant ' s office to <br /> discuss .further committee business . The Chairman noted that he <br /> felt in view of the situation with the override and other financial <br /> considerations the Finance Committee should henceforth meet at <br /> least once a month . Ile also stated that on the 15th of each month <br /> the Town Accountant has available Statement of Appropriations <br /> for each town department . This statement shows where each <br /> department is in expenditures . It was agreed that each committee <br /> member would take a department and oversee their statement and meet <br /> with the department heads regarding same .
