MA 02649 <br /> M <br /> I <br /> FINANCE COMMITTEE MINUTES <br /> TOWN HALL <br /> SEPTEMBER 23 , 1987 <br /> Present: Edward Dolan, Carol Dunivan, John Ferriday, Carl Heller, <br /> Joyce Howell, Loucille Misurella, and William Towner <br /> The meeting commenced at 7 p.m. First discussed was a change <br /> in meeting dates . The October meeting has been rescheduled to <br /> October 13th at 7 p.m. to discuss the FY89 budget , and another <br /> meeting has been scheduled for September 30th at 7 p.m. Joe <br /> Murphy has sugg-ested that at the meeting of the 30th with the <br /> Selectmen, Finance Committee members should be prepared to <br /> discuss all matters that they are concerned about. This meeting <br /> will also cover the warrant particularly the missing money articles . <br /> Carl would like to see the budget discussed on the 30th also, <br /> particularly the FY87 budget, the budgeted FY88 and the proposed <br /> FY89 . <br /> Chairman Heller informed the Committee that he had a <br /> certified figure on free cash availability $356 , 649 and of course <br /> there is the water liability of $250 , 000 , set aside, leaving <br /> $106 , 649 . There is a fire contract and outstanding bills and <br /> the Selectmen are going to try and set aside $25 , 000 as a reserve. <br /> Town Counsel, Reardon has submitted a written opinion regarding <br /> the water contracts for Ashumet, Asher ' s Path and Summerwood <br /> responsibilities . The Finance Committee had several concerns <br /> regarding the return of water to Highwood and Falmouth and the <br /> legality of the contracts . These concerns are listed in the <br /> attached memorandum from the Finance committee to Selectmen. John <br /> Ferriday expressed his belief that the whole contract represents <br /> double billing, in that, the town has to pay for the water and then <br /> replace it. Town Counsel has stated that as long as the contracts <br /> are signed and until they cease, the town can operate - after that <br /> the town can do nothing with water in those districts . <br /> Note was made that no Selectman had attended this night' s <br /> Finance Committee meeting, as requested by memorandum dated <br /> September 18th, 1987 . <br />
