MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> November 18, 1987 <br /> Present: Edward Dolan, Carol Dunivan, John Ferriday, Carl Heller, Joyce Howell, <br /> i <br /> and William Towner <br /> Vern Polka, Town Accountant <br /> The Finance Committee convened at 7 p.m. First order of business was <br /> the Requests for Transfer. The first request .was from Town Clerk Labute for <br /> $395.55• This represents funds used for the printing of ballots and constable <br /> posting for the Water District Commissioners election. Jane Labute has also <br /> submitted a Request for Transfer for $391.23. This represents monies expended <br /> for wages for the Water District Election. Both these Requests were approved <br /> b by the Finance Committee with the condition that once the Water District is <br /> j funded, the Water District must refund these monies to the town general fund. <br /> The third Request for Transfer was in the amount of $3,600 and was signed by <br /> B. Jean Thomas. This request represents monies to bury temporary water linesat 4. <br /> Summerwood buildings. It had originally been hoped that the water distribution <br /> system would be constructed before the onset of freezing weather. This likely <br /> will not occur. Finance Committee members discussed the article in the <br /> November 18th issue of the Mashpee Messenger which noted that the Town of <br /> Mashpee may or may not be responsible for the contamination of water at <br /> the Summerwood complex. In view of this article the Finance Committee voted <br /> approval of this request with the condition that the town water district rebate <br /> these funds to the town general fund from the legally responsible party or <br /> parties. <br /> The Finance Committee meeting adjourned to meet with Selectmen, Thomas, <br /> Gottlieb, Hansen and Executive Secretary J. Murphy at 7:15 p.m. in the <br /> Selectmen's office to discuss policy issues with regard to the budget review <br /> process. <br /> The Selectmen and the Finance Committee members discussed how_ the budget <br /> was to be handled this year. The Executive Secretary distributed to Committee <br /> members a memo dated October 21, 1987 with some budget guidelines and questions <br /> for consideration. Murphy noted that this year would be different in that there <br /> would only be one budget document, not a preliminary and a final document. This <br /> resulted in some confusion last year. Chairman Heller noted that he thought <br /> the best way to approach it was to start out with the omnibus budget done and <br /> show what the town can afford. <br />
