Murp <br /> DATE : October 21 , 1987 <br /> RE : FY89 Budget <br /> The Board of Selectmen and Finance Committee are asked to review <br /> the enclosed documents for the -preparation of FY89 budgets. These <br /> documents include a proposed calendar of critical dates, text of <br /> budget guidelines, example of a departmental budget and'a summary of a <br /> proposed Finance Committee review process. <br /> It is proposed the Town Boards meet on Tuesday, November 3 at <br /> 7 : 30 p.m. to discuss this package and budget priorities for FY89. It <br /> is hoped Selectmen will discuss their priorities for next fiscal year <br /> to provide guidance to the Finance Committee in its review process. <br /> As a way of encouraging discussion among Selectmen in making <br /> budgetsre priorities, let me pose several questions that may be con e <br /> I . Should public safety budgets have greater <br /> priority for con- <br /> sideration than non-public safety functions? <br /> s . Does the Board want to attach specific categories of <br /> priorities to each department (eg Departments A,C,D, and E in <br /> top priority & Departments B, F, and G in . a. lower priority) ? <br /> 3 . Last year was the first time the Town advanced a capital im- <br /> provement program? Should this be done again? If so, should <br /> it be cut back in terms of money? <br /> 4 . Should capital projects coming from money other than funds re- <br /> served for this purpose be subject to a Proposition 2 1/2 <br /> override? (There is a new type of ballot question available <br /> for such capital projects) . <br /> 5 . There likely will be requests to - create new positions . Should <br /> these be included as articles subject to a Proposition 2 1/2 <br /> override? <br /> 6 . Should all money be 'earmarked by Finance Committee for omnibus <br /> budget or should some be reserved for articles? <br /> 7 . In recent years , Selectmen often have not taken r ositions at <br /> town meetings on most articles requesting funds, even when <br /> i <br />
