BOX 1108 <br /> 1yB F, MA5HPEE, MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> TOWN HALL <br /> DECEMBER 2, 1987 <br /> Present: Edward Dolan, John Ferriday, Carl Heller, Joyce Howell, and <br /> Lucille Misurella <br /> The Finance Committee meeting commenced at 7: 15 with the Executive <br /> Secretary, Joseph Murphy and Selectmen Thomas and Gottlieb joining the <br /> meeting. <br /> Joseph Murphy explained to the Finance Committee that at the Tuesday <br /> meeting of the Selectmen the status of the Water District was discussed; <br /> where it is and where it is going. <br /> Murphy explained that there is a need for the town to work with the <br /> Water District, hand-in-hand. The town needs to provide potable water to <br /> citizens and the Water District was created and voted by the town. There <br /> is a problem with the water in Ashument, the town borrowed money for <br /> construction and payment is due around July 15th. The Water District will <br /> not be in a position to accept this liability - $230,000. Legislation will <br /> be required for financing payment. The Selectmen expressed their opinion <br /> that the town will work hand-in-hand with the Water District to make it work. <br /> Murphy noted that the Water Committee had requested and the Selectmen voted <br /> to spend money for advertising for the District Meeting. Murphy stressed <br /> that the success of the District is critical to the town and to get long <br /> term benefit, the town must be involved. <br /> Selectman Gottlieb explained to the Finance Committee the concept of <br /> a Transition Plan, a document that would include dates and steps to secure <br /> an orderly transition of responsibilities to the Water District. This <br /> would be a consensus document -- the town will not be out of the water <br /> business for a while. Gottlieb noted that the Transition Plan will be <br /> completed in December, and the town could late file for legislation and <br /> hopefully by March .legislation will be in place. This proposal has the <br /> unanimous support of the Selectmen. <br /> The Finance Committee voted and unanimously approved the following: <br /> The Finance Committee is supportive of the Transition Plan to be developed <br /> for the Mashpee Water District and will be available and contributory in <br /> whatever way necessary. <br />
