BOX 1108 <br /> P,q� gip- MASHPEE, MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> March 10, 1988 <br /> Present: Edward Dolan, Carol Dunivan, John Ferriday, Carl Heller and <br /> William Towner <br /> Vern Polka, Town Accountant <br /> The Finance Committee meeting commenced at 7 p.m. The members and the <br /> Director of Council on Aging joined the meeting to discuss their FY89 budget. <br /> The FY89 requested expense figure was $8, 195, however after reviewing the <br /> Counci.l' s financial report showing current expenditures, the Finance Committee <br /> thought this to be underfunded. It was agreed to revise the expense figure <br /> to $9,000. The Director' s salary is $20,093.42. The final budget figures <br /> totalling $29,093.42 were as follows: j <br /> I <br /> Director Salary $20,093.42 <br /> Expense 9,000.00 <br /> The Council on Aging has two Articles on the Warrant. One seeks <br /> to fund an authorized position of Outreach Coordinator. The cost of this Article <br /> is $18,398. The Director noted that this will be a permanent position and that <br /> the Outreach Worker will monitor the elders in Mashpee and that all elders in <br /> Mashpee will be surveyed by telephone and entered into a computer. This will <br /> enable the Council to inform them if they are eligible for any assistance <br /> programs and health programs or other available programs. w <br /> The second Council on Aging Article seeks the Town to create the position <br /> of part-time clerk, for 18 hours a week. The total cost of this Article is <br /> $6,183. <br /> The Director noted that the Council on Aging facility is in constant use <br /> by other groups and organizations in town. He noted that they ask for donations <br /> for use of the buildings, some groups are good about it others are not. Vern <br /> noted that it is illegal to request a fee or set a rate as the building was <br /> built by State and Federal funds. The fees collected for the use of the <br /> building remain in the Council on Aging budget. <br /> The Assessors joined the meeting to discuss their FY89 budget. The <br /> Assessors noted that Mashpee is the fastest growing town in Massachusetts. <br /> The town with the most growth generates the most information, i.e. ; deeds, <br /> maps, plans etc. Carl expressed his belief that the Town is being short <br /> changed . because some new dwellings go a year without being taxed because of <br /> the January 1 assessment date. Carl noted he knew this was the law, however <br />
