NIA 02649
FINANCE COMMITTEE MINUTES
Town Hall
March 23, 1988
Present: Edward Dolan, Carol Dunivan, John Ferriday, Carl Heller, and
William Towner
The Finance Committee commenced at 7 p.m. The Chairman discussed
mail that that been received by the Finance Committe as the first order of
business.
The Finance Committee responded to a memorandum received from Joseph
Murphy regarding the Deputy Fire Chief. The Finance Committee stated their
position in a reply memorandum; the Deputy Fire Chief position should be
submitted as a separate funded-positon Article and should not be included
as an Omnibus Budget line item. (Copy of memorandum attached. )
The Finance Committee responded to a memorandum from the Acting Fire
Chief, B. Jean Thomas stating that $4,674 had been removed from the Fire
Department FY89 Expenses. This figure represents the cost of the 4-channel
cassette logger. It is the feeling of the Committee that the equipment
installed at the Police Department should simultaneously record calls for
both departments as the specs indicated it would. If the equipment fails to
do so, then the supplier should be held at fault and either repair or replace.
It was further felt that economies of $6, 195 could be made within the original
expense budget request as submitted by the Department. (Copy attached. )
The Finance Committee received a memorandum from the Cablevision Advisory
Committee requesting funds in the amount of $1,000 for expenses. Carl
directed a memorandum to the Executive Secretary asking him to inform the
Cablevision Committee that a Request For Transfer From The Reserve Fund form
was required before any further action could be taken. (Copy attached. )
Edward Dolan discussed his concern about the Cape Cod Bears using town-
owned grounds with no fee involved. He expressed his belief that there should
be fees established for using the town field. Finance Committee was in agree-
ment with this and a memorandum to this effect was forwarded to the -Board of
Selectmen asking that a fee be levied on organizations using town-owned fields
where player participation was not town centered. (Copy attached. ) .
'The Finance Committee also drafted a response to the Editor of the Mashpee
Messenger regarding an article that appeared in the March 23rd issue stating that
Finance Committee ' eviews were going on at non-posted sessions . This letter
acknowledges this error and express concern about the actions of reporter
Susan Billings . This draft will be reviewed at the next Finance Committee
meeting.
