BOX 1108 <br /> LEC��� MASHPEE, MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> August 25 , 1988 <br /> Present : Edward Dolan , Carole Dunivan , John Ferriday , Carl <br /> Heller , Gerald Sewell , and William Towner . <br /> The Finance Committee meeting commenced at 7 p .m. Lt . <br /> George Baker was in attendance representing the Fire Department <br /> in the Chief ' s absence . Joseph Murphy , the Executive Secretary <br /> was also present . <br /> First order of business was a discussion of the Fire <br /> j Department ' s staffing-level proposal . The proposal seeks to <br /> p establish a 5-man permanent staff level through June 30, 1989 . <br /> Murphy and Lt . Baker gave some background information on the <br /> proposal . The Fire Department is seeking to hire four new fire <br /> j fighters . The present contract requires all firefighters to be <br /> Nationally Certified . Of the four applicants only one is <br /> Nationally Certified and three are State Certified . This National <br /> C,e'r.tificati-oh'.requir.ement can-.beahegotiated but of :the`contract ; <br /> , <br /> however , in return the union wants to direct the number of people <br /> on a shift . There was immediate concern , on the part of the <br /> Finance Committee , that manning would be dictated by union <br /> contract , rather than the Chief ' s discretion . It was noted that <br /> 5-man staffing/3-man recall would save money from recall/overtime <br /> expenses, The Finance Committee also expressed their concern , <br /> that even with the 4 new-hires thewtown ' soparame.dic iisedsow:ould <br /> no.t�.be satisfied . One of the new-hires will be going to paramedic <br /> school and one employed firefighter will also be attending <br /> paramedic school . <br /> Murphy noted that addenda could be added to the union <br /> contract , including negotiating the National Certification out <br /> of the contract , establishing the 5-man staffing till June 30 , <br /> 1989 , having a separate overtime list for paramedics as an <br /> incentive to encourage other firefighters to qualify as paramedics,. <br /> He noted that the money was available for this 5-man staffing . <br /> The Fire Chief is supportive of this proposal , even though he <br /> will loose authority on dropping staff on a shift , however , he will <br /> be in control of vacation time , sick leave and personal days . <br />
