BOX 1108
ysTA -ep MASHPEE, MA 02649
FINANCE COMMITTEE MINUTES
Town Hall
October 4, 1988
Present: Edward Dolan, Carole Dunivan, John Ferriday, Carl Heller,
Gerry Sewell, and William Towner
The Finance Committee meeting commenced at 7 p.m. Chief Ridgeway of the
Fire Department was in attendance to address Articles on the November 28th
Special Town Meeting Warrant pertaining to the Fire Department.
Article #1 deals with the purchase of a new ambulance for the town.
Presently the town has two rescue vehicles a 1985 and a 1980. The Chief
plans to retire the 1980 vehicle from front-line service. The Chief
explained that there is presently over $5,000 in the Ambulance Receipts
Account and the new vehicle will be paid from receipts from this account.
The new ambulance will be funded by a bond at.no cost to the town. The bond
will be approximately $60,000. Ridgeway noted that the specs are in and
he will have a figure available prior to town meeting.
The Finance Committee questioned the Chief as to the disposition of
the 1980 vehicle should a new ambulance be purchased. He noted that the
town is in dire need of a combination command vehicle for hazardous materials
for the police, fire, DPW and any other town department requiring such. To
sell the vehicle outright, would bring virtually nothing and there is a
need for such a vehicle.
i
William Towner moved for a vote, Edward Dolan seconded, Article 1 approved by
the Finance Committee.
The Fire Chief was reluctant to comment on Article 11 which was submitted
by the Board of Selectmen. This Article seeks $6,441 for the Fire Department
Expense Account. This represents monies to pay Chief Ridgeway for his moving
expenses. John Ferriday moved for a vote, seconded by William Towner, Finance
Committee voted to recommend Article 11.
Ridgeway next addressed Article 31. This Article seeks funds to be
applied to fund the previously authorized position of Deputy Fire Chief.
The Chief set the figure at $20,000. This is a state mandated position.
There is a dire need for node enforcement in the town and Chief Ridgeway
has renamed the position title to Deputy Fire Chief for Fire Prevention.
The job description incorporates the prevention responsibilities. The Chief
expressed his belief that code enforcement and fire prevention in Mashpee
are out of control and the town can not continue to go on this way there are
currently law suits pending, The Chieffeels that money received from fines
and fees will pay at least half of the Deputy Fire Chief's salary.
