BOX 1106 �AALEGD" MASHPE€, MA 02649 FINANCE COMMITTEE MINUTES February 21, 1989 Town Hall Present : Edward Dolan , Carole Dunivan , Tony Gallo , Carl Heller and William Towner Chief Frye of the Mashpee Police Department met. with the Finance Committee to discuss the FY90 budget . Finance Committee members told the Chief they were pleased with the Police Budget and felt that the requests were in line . They discussed the dispatcher situation with the Chief . He noted that since 1981 he has been working . to have a joint public safety dispatching system between the Fire and Police Departments . The Chief noted that he had not received any cooperation from previous Fire Chiefs to train dispatchers so that they are adequately trained for both police and fire emergencies . The communications system. in place is adequate to handle both departments and two dispatchers at once . The key problem has always been getting the police the fire training they need . The dispatchers are not trained and they have to call over to the fire station . Chief Frye noted that he had originally requested two dispatchers and he would then have 7 full time dipatchers and 4 part time . He however , withdrew this request when he was informed that the Fire Chief was seeking four dispatchers . The Finance Committee was in agreement that that there is a need for people and training . Member Dolan said he was inclined to go for two dispatchers for the police and inform the Fire Chief that there is a problem with training . The Finance Committee told the Chief that they would get back to him after meeting and discussing this issue with the Fire Chief . Frye stated that he felt he could work it out with the new Fire Chief so that there would be a joint dispatcher facility . .The Finance Committee reviewed a Request for Transfer from the Reserve Fund submitted by Joseph Murphy . This request seeks $604 . 00 for the Park & Recreation Account . The Selectmen are not planning to fill the vacancy of the Park & Recreation Director . They have however , authorized the creation of' the position of Beach Superintendent on a contract basis , who will be responsible for preparing the beaches for the summer . This $604 would pay for the Superintendent through the May special town meeting at which time money would be transferred from the Director ' s Salary Account to the expense account for the rest of the fiscal year . Ed Dolan motioned that the request be approved , Bill Towner seconded and there was a unanimous vote of approval .
