The <br /> Superintendent of Schools , Dr . DeMoura joined the meeting as <br /> did School Committee members , Maureen McKay , James Conery , <br /> Janice Mills and Elizabeth Petti . The purpose of the meeting <br /> was to review the FY90 School Budget . <br /> The Chairman of the Finance Committee stated that the costs <br /> for the opening of the Coombs School will have to be an override . <br /> Dr . DeMoura expressed his concern that an override would create <br /> two operating budgets . He also expressed his concern that if the <br /> override fails to pass , the town has no options . Elizabeth <br /> Petti expressed her wish that the money be in the school budget . <br /> Carl Heller noted that the town just didn ' t have enough money . <br /> William Towner expressed his belief that a school override would <br /> not have difficulty passing . Lincoln expressed his concern , <br /> citing the failure of the town to pass a school override for <br /> $105 , 000 several years ago . The Finance Committee Chairman <br /> informed the .School that as a whole they are not against the <br /> budget , however , there is a need to priorityze in terms of <br /> overrides . The Finance Committee is more concerned with <br /> education , police and fire , etc . than with land acquisition . <br /> In terms of ranking overrides , the school should be paramount . <br /> The Superintendent noted that there is an increase in the <br /> FY90 budget of $1 , 770 , 887 . Mr . Towner questioned as to the need <br /> for each school to have a principal and an assistant principal . <br /> Dr . DeMoura cited the vast amount of paper work involved , <br /> evaluation of personnel , attendance at core meetings and just <br /> the need for visibility as the reason for the request . He noted <br /> that there is probably not another school on the Cape with 500 <br /> students , without an assistant principal . <br /> The Superintendent noted that $696 , 960 is needed for additional <br /> staff . The Special Education budget request is $336 , 78 . DeMoura <br /> noted that he has scaled down the estimated energy costs as the <br /> Engineer of the Coombs School seemed to give exorbitant estimates . <br />
