Finance Committee
March 8 , 1989
Page 2 .
fund the opening of the new Coombs School . Mr . Towner suggested
that in one election there be two items on an override , the
opening of the school and Semass . Elisabeth Petti did not want
an override for the school explaining that it was a terrible chance
to take . Carl explained that the town is 22 million dollars short
and an override was the only alternative . Carole said she felt
very confident the town would approve an override . Lincoln was
concerned about managing two separate budgets if the override should
pass . Carl stated that he did not want to fracture the budget .
A solution is needed should the budget be put first and then the
article or vice versa? Dr . DeMoura asked Carl to check into the
available options . DeMoura noted that if the override should fail
the $492 , 270 associated with the opening of the Coombs School could
not be totally taken off the budget . Approximately $134 , 150 of this
would have to be put back in the budget . Carl stated that the
there would be a meeting the following night with the Executive
Secretary and a meeting on Monday , March 13 with the Selectmen to
discuss this matter further . The Superintendent was invited to
attend with the Selectmen on Monday evening . Carl told the
.Superintendent he would contact him as soon as a decision had been
made .
Diane Rommelmeyer the Town Accountant joined the meeting .
The first item addressed was a Request for Transfer From the Reserve
Account for $2 , 500 to be transferred to the Accountant Wages Account.
These funds are for temporary help to continue to keep pace with
the daily operations plus continue to take care of the existing
backlog of work . Extra hours to compile and assist in the
preparation and typing of the omnibus budget were required . +
Ed Dolan made a motion that the Finance Committee approve the
Request , William Towner seconded , the Finance Committee gave
unanimous vote of approval .
Diane proceeded to review the Accounting FY90 budget . She
noted that she has an article for a permanent part time position .
Tf this position should be approved some of the money from the
wage account could be removed . The Finance Committee had no
other questions on the Accounting Budget .
Diane distributed a "Salary Recommendations" notebook to
all Finance Committee members . The Accountant had reviewed
all the salaries and adjusted them to include the proper steps ,
cost of living , longevity , and 53rd week pay . Carl noted that
there was a savings of $34 , 754 after the adjustments were made
to the salaries . Diane stated that she would show the cost of
the 53rd week per department and submit the information to the
Finance Committee .
Diane also distributed to the members the Veteran ' s Budget .
This had been omitted from the omnibus budgets . The total figure
of this budget was $31 , 932 .
