Finance Committee Minutes <br /> May 23, 1989 <br /> Page 2. <br /> The Chairman informed the Committee that the article for the Assistant <br /> Dog Officer had been inadvertently left off the warrant. The members <br /> felt that the Chairman should contact June Daly and discuss this. It was the <br /> consensus that this could be funded from the Reserve Fund prior to June 30th. <br /> Ed informed the members that a memorandum had been received from the <br /> Executive Secretary regarding Contingent Appropriations. A copy of this <br /> memo is attached. <br /> Ed noted that there was to be a reception at the Quashnet Valley Country <br /> Club, May 30th, 2:30-4:30 p.m. for Nick Feldman. Mr. Feldman is to be the <br /> new principal at the Kenneth Coombs School. <br /> Members discussed the upcoming override and the lack of publicity about it. <br /> They felt that there is areal need for the Departments involved to get out <br /> and express their needs. Finance Committee members agreed to contact the <br /> Departments and tell them that 3.t is necessary to take their needs to the <br /> public. <br /> John Ferriday noted that articles 40 & 42 on the Warrant totaled <br /> $541,295. These were passed at town meeting and subject to a 22 override. <br /> This will appear on the June 24th ballot and the articles will be combined <br /> on the ballot. Tf it fails the Committee will have to go back into the <br /> budgets or rescind the two articles. <br /> Ed informed the members that the Town Accountant had advised him <br /> that there was 1 mmillion in Free Cash. She will make available an item <br /> by item description of where the money comes from. <br /> The members discussed the Building Maintenance Supervisor position. <br /> Ferriday expressed his belief that the Finance Committee should have some <br /> input into the job description for this position. The members agreed <br /> that it should be clearly stated and understood that this position was to <br /> be a working position not just a supervisory position. The Board Secretary <br /> was requested to draft a letter to the Personnel Board to this effect <br /> (copy attached) . <br /> The members discussed assignments to monitor different Departments. <br /> Tony Gallo will work with the newly created Building Maintenance and the <br /> School. Jim Vaccaro will work with the Human Services Department and the <br /> Board of Health. John Ferriday will be handling Town Hall and the Revenue. <br /> Carole Dunivan will be monitoring the Fire budget and Bill Towner will <br /> work with the DPW. Carl Heller will work with the Personnel Board and the <br /> Police Department. Ed will work with the Executive Secretary and the <br /> Selectmen's budget. Members discussed Committee involvement in contract <br /> negotiations and the need for a Personnel Supervisor. <br /> Ed noted that he has received a memorandum from Diane Kingsley the <br /> Librarian, requesting a meeting with the Finance Committee to discuss <br /> the grant money that they anticipate receiving. The Board Secretary was <br /> requested to contact the Librarian and ask her to attend the next <br /> Committee meeting. <br />
