Box 1108 <br /> MASHPEE, MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> July 12, 1989 <br /> Present: Ed Dolan, John. Ferriday, Tony Gallo, Jim Vaccaro <br /> The Finance Committee meeting commenced at 7 p.m. The first order of <br /> business was a correction to the minutes of the June 27th meeting. The <br /> figure on page four was corrected to read $2,000 rather than $200. Jim <br /> Vaccaro moved that the minutes be approved as amended, seconded by John <br /> Ferriday, unanimous approval. <br /> Pam Davis and two Assessors joined the meeting to discuss their Request <br /> for Transfer from the Reserve Fund. The Request seeks $17,883.76 to be <br /> transferred to the Assessors' Wage Account. The present balance of the account <br /> is $2,000. Pam Davis explained that the Assessors are seeking three part time <br /> clerks. Pam noted that every month the tax bills are delayed the cost to the <br /> town is approximately $30,000 in borrowing. The Finance Committee Chairman <br /> noted that the Committee had agreed to restore $6,471.40 to the Assessors' <br /> budget should the article for the clerk fail at town meeting. However, he <br /> stated that all department budgets were cut and it was up to the individual <br /> departments to decide where to effect these cuts in their line items. <br /> Ed suggested that if there is only $2,000 in the wage account, that the <br /> Assessors go back to town meeting and change their expenses and put the money <br /> into the wage account. Pam questioned who made the determination to put only <br /> $2,000 in wages. Ed noted that the Finance Committee had just determined the <br /> bottom line figure, and made no determination as to how the money was to be <br /> spent. The next town meeting that the Assessors could go to with this <br /> problem would be in November. Member Ferriday stated that it was the <br /> Chairman of the Department who should make the determination as to how the <br /> money was to spent. He continued that the Finance Committee did not feel it <br /> was their purview to decided where the 10% budget cut made was to be effected. <br /> He noted that small budgets could not be cut by 10%, on the small budgets the <br /> Committee cut what they felt they could or level funded the budget. The <br /> Committee did not state where the Assessors' budget cuts would come from. <br /> Pam noted that she was not aware of the procedures following the notification <br /> of the budget cuts. She dial not know who had determined the line item amounts. <br /> John emphasized the necessity of informing the town of the consequences to be <br /> faced if they did not pass the clerical help. Ed amended this Request for <br /> Transfer to $6,471.40, the amount the Finance Committee had previously agreed <br /> upon. Jim Vaccaro motioned that the Committee approve the Request as <br /> amended,. seconded by John Ferriday, and there was a unanimous vote of aRk val. <br /> I <br />
