• i , <br /> I <br /> inance Committee Minutes <br /> ugust 15, 1989 <br /> age 2. <br /> Diane informed the Finance Committee that the auditors are presently auditing <br /> he town books. She has been informed that the Reserve Fund may not be used for <br /> alary. This is considered to be an overappropriation. She stressed that the <br /> ommittee needs to be careful - the people didn't vote for it - Just because it <br /> as forgotten is not reason enough to take salary money from the Reserve Account. <br /> Jeff Nutting addressed the Finance Committee about the need for someone to <br /> oversee the town computer system. At present Pam Davis of the Assessors has been <br /> doing it however it takes 15 to 20 hours per week and due to the workload in the <br /> Assessors Office she is _ unable , to continue maintenance of the computer. <br /> Jeff noted that there were two alternatives, hire a person on a per-hour basis <br /> or hire a part-time person. The estimated cost of this position is between <br /> $10,000 and $20;000 per year. Jeff noted that there is a need for the Finance <br /> Committee to be aware of the situation. The Assessors presently maintain the <br /> computer for the entire town, ordering supplies, service contracts, and general <br /> maintenance and they have been doing this since the computer was installed. <br /> The Assessors will maintain their own. Carl Heller expressed his belief that <br /> this responsibility was not in the right place. Jeff noted that somehow it just <br /> fell to the Assessors and there is a real need for someone with some expertise. <br /> Finance Committee members were in general agreement that the town is in need of <br /> some sort of a computer manager and that the present setup is unsatisfactory. <br /> Jeff noted that this will most likely be an Article on the November Warrant. <br /> The search for an Executive Secretary is continuing and Jeff noted that <br /> it is hoped a new person will be hired by September 18. <br /> The Finance Committee next turned their attention to the Warrant of the <br /> August 21st Special Town Meeting. Recommendations for the six articles are <br /> as follows: <br /> Article #1 - Carl Heller motioned that the Finance Committee recommend <br /> this article, seconded by Carole Dunivan, unanimous vote of <br /> approval. <br /> Article #2 - Carl Heller moved that the Finance Committee not recommend <br /> Article 2, seconded by John Ferriday, unanimous vote of <br /> approval. Ed stated that this was not to be recommended as <br /> a matter of principle. <br /> Article #3 - The Finance Committee discussed the acquisition of land by <br /> the town. Carl stressed the need to have a map prepared <br /> identifying all town-owned property. He noted that some of <br /> these parcels should be sold off. Jim Vaccaro stated that he <br /> had a problem asking the towns people to pass another override <br /> when there are serious problems maintaining existing services. <br /> Carl stated that a master conservation plan needs to be in <br /> effect before the town ventures into any more land purchases. <br /> Jim Vacarro motioned that the Committee not recommend this <br /> purchase, seconded by Carole Dunivan, motioned carried with <br /> 1 opposing vote by member Ferriday. <br /> Article #4 - There are no figures available for this article and the <br /> recommendation will be made by the Finance Committee on Town <br /> Meeting floor. <br /> Article #5 - Recommendation will be made on Town Meeting floor. <br />
