inance Committee Minutes <br /> ugust 15, 1989 <br /> age 4. <br /> The Finance Committee next met with Marilyn Farren and members of the <br /> Personnel Board. Ed noted that he had two questions for Personnel. Ed first <br /> questioned how the PAP figures were determined and specifically the cost-of- <br /> living. He also noted that these figures are needed earlier to facilitate <br /> the determination of department budgets. Marilyn explained that the 6% COLA <br /> was the direct result of contract negotiations. If the contracts are <br /> negotiated at 6% COLA then the PAP people get the same. She also noted that <br /> no member of the Personnel Board or the Finance Committee is involved in the <br /> negotiating of contracts. Chairman Dolan expressed his belief that it is <br /> necessary that both the Finance Committee and the Personnel Board get involved <br /> with the negotiating of the contracts. The Board Secretary was asked to draft <br /> a letter to this effect to the Board of Selectmen. Ed's second question <br /> involved the job descriptions of a clerk and a secretary and the possible overlap <br /> of these descriptions. Marilyn noted that this is not the case. <br /> Marilyn next addressed the Committee concerning Personal Service Contracts. <br /> Mr. Sullivan stated that Executive Secretary Murphy had informed him that this <br /> type. of contract. is illegal. He also noted that there are currently a great <br /> many of them. Marilyn Farren agreed to provide a list of the current contracts <br /> and stated that she was not aware of them all because Personnel is often bypassed <br /> when these contracts are awarded. The Finance Committee and the Personnel Board, <br /> will meet again with the Selectmen to discuss this matter. Mr. Sullivan also <br /> informed the Committee that the Personnel Board has been bypassed in the hiring <br /> of the new Executive Secretary and it was not until Personnel. contacted Jeff <br /> Nutting that the position was posted. <br /> Another issue discussed was that of coup time for part-time employees. <br /> Joe Murphy had given the floating clerk one week of comp time. Ed suggested that <br /> the guidelines for comp time should be restated in a memorandum - stating that <br /> comp time is not available to part-time employees. The Personnel Board informed <br /> the Committee that they are working on some sort of proposal that would offer <br /> some sort of fringe as an incentive for part-time employees. Marilyn also <br /> brought to the attention of the Committee the fact that the floating clerk is <br /> not really floating as was originally intended. Originally the clerk was to <br /> be in the Selectmen's Office two days and float one day, however Murphy took <br /> control of the position and kept the clerk in the Selectmen's Office. <br /> The Selectmen have now stated that the Clerk will not float to different <br /> departments until there is a new Executive Secretary. Carl suggested that <br /> this is not a matter for the Finance Committee, however perhaps the Personnel <br /> Board could send a memorandum to the Selectmen regarding the original intent <br /> and description of this position. <br /> Mr. Sullivan brought to the attention of the Finance Committee the need <br /> for a printer. At present Marilyn has to run between her office, where the <br /> computer is to the Selectmen's Office where the printer is located. This <br /> involves a great deal of running back and forth and raises some questions <br /> about the confidentiality of personnel matters. Finance Committee asked <br /> Personnel to look around at various printers and get a price on a suitable <br /> printer. Members noted that perhaps the funds for this printer could be <br /> encumbered, and an article placed on the November Warrant. Marilyn stated that <br /> she would look into this. <br />
