Finance Committee
December 11, 1989
Page 2.
The Middle School was designed so that 4-6 classrooms could be added to it.
But the town's needs are greater than this. This would only help for one year
and there are greater needs and the town:must look beyond one year. Three
classes will be brought back to the town hall next year. Ile noted that it was
possible to make it next year - but there will be a serious problem after that.
When questioned DeMoura agreed that it is possible to increase the class
size, however he did not recommend it and stated that there are consequences to
doing this. First he stated that it has been the school's effort to keep the
classroom size so that teachers can work with students on and individual basis
and secondly he noted that the larger the classroom size the larger the
number of special education referrals. Teachers feel that they can't serve
children and those borderline students are referred to special education.
Tom Fudala the Town Planner was in attendance and he noted that his
projected enrollments were based on different scenarios. His projection is
based on a 7.2% increase and he feels that this is conservative. Ile noted that
the demographics of the town are changing, The construction in town is slowing
however the town is becoming more of a suburb and this effects a lot of things,
such as demand for services versus the tax base. He noted that his projections
are about the entire service needs of the community and not just school needs.
In answer to questions DeMoura stated that the Middle School will be at
just about capacity level next year. Ile stated that a 4--ye,ir schedule should
be the focus. Selectmen expressed their belief that the people will be
demanding at the town meeting and will want answers to some tough questions.
They expressed their belief that it was important for the School Committee to
give information to the townspeople prior to the annual. DeMoura stated that
at the annual they will be looking for architectural and construction costs.
Selectman Carter motioned that the Selectmen authorize the School Building
Committee to carry out their duties and to come to a recommendation and the
Selectmen will authorize borrowing contingent upon time needed by the
Town Treasurer and the Town Accountant. All the Selectmen present voted in
favor. The Finance Committee members made no comments about this request.
74
Gai-L McNabb
Board Secretary
