BOX 1108 <br /> MASHPEE, MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> November 7, 1990 <br /> Present: Carole Dunivan, John Ferriday, Tony Gallo, Deirdre Greelish, Carl <br /> Heller, Vern Polka, and Jim Vaccaro <br /> The Finance Committee Meeting was called to order at 7:05 p.m, Chairman <br /> Vaccaro requested that the minutes of the October 16th meeting be amended. <br /> There was a unanimous vote of approval of the amended minutes. <br /> The committee addressed a memorandum from the Town Clerk dated October 18, <br /> regarding so--called money articles. She stated that the Finance Committee <br /> did not take into consideration the cost of re-coding the articles for by-laws <br /> submitted to the town meetings. She noted that to date the .articles have an <br /> estimated cost of $2,000. Finance Committee members were not aware of the <br /> costs jnvolved in re-codification. Members discussed the possibility of <br /> limiting code changes to one annual meeting perhaps in October - updating only <br /> once a year. The members questioned whether re-codification was required <br /> immediately or was it possible to use a supplemental update sheet. It was <br /> the consensus that the Town Clerk should be asked to address this issue at <br /> the next Finance Committee meeting. <br /> The committee addressed a memorandum from the Superintendent of Schools <br /> dated October 16, regarding the contract settlement with the Mashpee <br /> Teachers' Association. A sum of $50,000 had been set aside to settle the <br /> 2% increase in salaries however the money had never been appropriated. <br /> Jim noted that the money was in Free Cash and would require town meeting <br /> action. <br /> The Moody's Municipal Credit Report was issued on October 25, 1990 <br /> and Mashpee received an "A" rating. The current balance of the Reserve <br /> Account is $67,139. <br /> George Denway the Harbormaster joined the meeting to discuss his request <br /> for Transfer in the amount of $3,787.13. This money is requested to cover the <br /> cost of a new 1990 8811P Johnson engine. The insurance will partially cover. <br /> the cost of this motor, however he stressed he has currently $200-$300 worth <br /> of bills currently due and he needs money to pull the boats out of the water <br /> and money to carry the department through the year. Vern emphasized that she <br /> did not want to take more out of the Reserve than was absolutely necessary. <br /> Carl motioned that the Request be taken off the table and brought before the <br /> committee for consideration. This motion was seconded by Tony Gallo. <br />
