Finance Committee Minutes <br /> 3anuary 14, 1991 <br /> Page 2. <br /> Members of the committee questioned whether an individual could make an <br /> impartial decision/vote if an immediate relation is working as a paid employee <br /> of another department. <br /> Tony has agreed to seek a ruling from the State Ethics <br /> C.ommi.ttee and-provide the Finance Committee with a written copy oaf their <br /> ruling. In the interim Tony must remove himself from discussions or votes <br /> on the School budget. <br /> Members next turned their attention to the Motor Vehicle Policy distributed <br /> at the January 8th, 1991 meeting. Vaccaro felt that this was a very vague <br /> policy and he suggested that the recommendation be made to the Executive <br /> Secretary that the policy be made more specific. Members concurred with this <br /> recommendation and particularly questioned the policy of taking town vehicles <br /> home. <br /> Members considered a Request for Transfer in the amount of $1,000 for the <br /> Unemployment Trust Fund submitted by the Treasurer. Deirdre motioned for <br /> approval of this Request and Carole seconded. There was a unanimous vote of <br /> approval. <br /> Chairman Vaccaro expressed his concern that there is'not enough money to <br /> meet the town's financial obligations for the rest of- this year. He noted that <br /> the town can not go unpaying bills and carrying them into the next fiscal year. <br /> Vern recommended that immediate cuts be taken rather than carrying unpaid bills . <br /> forward.. Members agreed that something should be done about the shortage <br /> right now. A shortage of approximately $40,000 has been identified to date. <br /> Vern recommended that the committee go to the Selectmen and recommended that <br /> there be immediate cuts in the amount of $40,000. This recommendation was <br /> seconded by Deirdre and all members were in agreement. <br /> Members agreed with the level funding of the Board of Health and Trash <br /> figures respectively at $147,086.00 and $5C8,500.00. Jim noted that when he <br /> was preparing the spread sheet figures the $7,000 the BOH had taken from the <br /> Lagoon Fund and transferred to the Trash Budget last year was this year _ <br /> reduced from the Trash Budget. The committee recommended that the level <br /> funded budget for the school should be $6,984,000 divided as such: <br /> k-3 school. $5,350,000 <br /> Falmouth Tuition 1,404,000 <br /> CC Tech 230,000 <br /> Chairman Vaccaro noted that the Selectmen Iast week had passed an increase <br /> in the mooring fees and that this would add approximately $15,000 to revenues <br /> and an increase in the beach stickers will add approximately $9,000. If <br /> the Board of Health. were to increase dump stickers fees from the present $30 <br /> to $45 the town would stand to gain $48-50,000 in additional revenue. Carole <br /> Dunivan was-, opposed to any increase in the dump sticker fee. Member Greelish <br /> did not participate in this discussion. All other members present concurred <br /> that a recommendation should be made to increase the dump fee to $45. <br />
