MA 02649 <br /> I <br /> FINANCE COMI E MINUTES <br /> March 12, 1991 <br /> Mashpee Town Hall <br /> Present: Carole Dunivan, John Ferriday, Tony Gallo, Deirdre Greelish, <br /> Carl Heller, and Jim Vaccaro <br /> The Finance Committee meeting was called to order at -6:30 p.m. Minutes of <br /> the March 5th meeting will be considered at the next meeting to allow members <br /> time to review. The Chairman distributed a memorandum from Joseph Reardon, <br /> Town Counsel regarding member Gallo's possible conflict of interest status. <br /> The memorandum states that if Tony were to participate in any way in a line <br /> item discussion of the school budget, regardless of whether or not the <br /> particular line item involves wages or fringe benefits for his school teacher <br /> wife, he will be in violation of c. 268A sec. 19. The State Ethics Commission <br /> and the Town Counsel both concur. It was Town Counsel's recommendation that <br /> Tony remove himself from the room when the school budget was addressed. Jim <br /> stressed that the Finance Committee did not have the authority to tell him .to <br /> leave the room. Tony agreed to leave the room for the discussion of the school <br /> budget, however he stated that he planned to ask for a hearing with the State <br /> Ethics Commission. <br /> Dr. DeMoura and the School Committee joined the meeting to discuss the <br /> school budget. The Chairman stressed that no decisions would be made tonight, <br /> and that this was an informational meeting. He complemented the Superintendent <br /> and the School Committee for moving forward towards making an agreement with <br /> Falmouth and secondly for their work done on the needs assessment planning and <br /> feasibility studies for a Junior-Senior High School. Dr. DeMoura addressed <br /> the school budget and asked the Committee to consider increasing their <br /> recommendation $100,000 to make the school budget $5,150,000. He stressed <br /> that there will have to be reductions totaling $436,000.;: He cited the <br /> $300,000 recommend d reduc zy�n. to his budget, the. $86,000 in unforseen Special <br /> Education costs an& 9 I 00 discrepency on "the level-funded budget. <br /> There will be programs cut as a result of the reduction in the budget. <br /> • Elimination of the pre-first program <br /> r Elimination of home economics and industrial arts <br /> • Reduction in health education program <br /> • Reduction in music program <br /> • Elimination of all interscholastic athletics <br /> • Elimination of all intramural and extra-curricular programs . <br /> • Elimination of 5 p.m. bus at Falmouth High School <br />
