MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> March 14, 1991 <br /> Mashpee Town Hall <br /> Present: Carole Dunivan, John Ferriday, Deirdre Greelish, Carl Heller <br /> and .aim Vaccaro <br /> The Finance Committee was called to order at 6:30 p.m. Chairman Vaccaro <br /> noted several changes to the minutes of March 5th, 1991. <br /> The third sentence in paragraph three should be changed to read "Selectmen <br /> voted to recommend to the Board of Health that the landfill stickers remain the <br /> same price with a $5 fee for a second car." The sixth sentence on page two <br /> should read "The article for the Town Clerk's raise should be put on the same <br /> position as the PAP raise article." The final sentence on the executive <br /> session minutes should be stricken. <br /> John Ferridady motioned that the amended minutes of March 5th be accepted. <br /> This motion was seconded by Carl and there was a unanimous vote of approval. <br /> Anne Shaw, Treasurer/Tax Collector joined the meeting to discuss her <br /> FY92 budget. Anne informed the members that in FY91 her budget had been <br /> reduced 11.4% She submitted a level-funded budget for FY92 and Kevin <br /> Harrington recommended a reduction to this in the amount of 1.8%. The <br /> Finance Committee has recommended an 815% cut to the FY92 budget. She <br /> stressed that Kevin's recommendation would put her department at the 1978 <br /> staffing level and trying to function with any thing less would be <br /> extremely difficult. She stated that if she reduced her Administrative Clerk <br /> to 25 hours a week there would be a savings of $6,604.10 and she could take <br /> $2,000 from ,the expenses. This would create a need to reduce the hours that <br /> the office was open to the public. <br /> Chairman Vaccaro noted that she may have been treated unfairly in that <br /> all her employees are in the clerical union and she will have to absorb the <br /> 4% increase for employees. The impact of this is $3,300. A restoration of <br /> $3,.000 in the budget would provide the funds for the clerk to work a 30 hour <br /> week and provide for additional office hours to the public. <br /> Members expressed concern about the work done in the Treasurer's office <br /> noting that there seemed to be a triplication of effort in some areas. Payroll <br /> involves the Accountant, Personnel and the Treasurer's office. Jim stated <br /> that the Selectmen should probably check into the whole automation system <br /> and administration. . <br /> Selectman Carter expressed his concern about the office being closed to <br /> the public and suggested that the reduced hours might be something like <br /> 9:30 to 4 daily. <br />
