MA 02649 <br /> i <br /> FINANCE COMMITTEE MINUTES <br /> i <br /> March 19, 1991 <br /> Town Hall <br /> I <br /> Present: John Ferriday, Tony Gallo, Deirdre Greelish, Carl Heller, Vern Polka <br /> and Jim Vaccaro <br /> The Finance Committee was called to order at 6:30 p.m. Chairman <br /> Vaccaro noted a change to the minutes of March 12th. The second <br /> paragraph, second to last sentence should have the word "perceived" <br /> added to read: "He cited the $300,000 recommended reduction to his budget, <br /> the $86,000 in unforseen Special Education costs and a perceived $50,000 discrepancy <br /> on the level-funded budget." Tony Gallo motioned that the amended minutes <br /> be approved, seconded by John, and there was unanimous approval. <br /> The Chairman noted that on Thursday the Committee would address the <br /> articles on the warrant. The Selectmen have postponed their decision on the <br /> 2 PAP articles waiting to hear the Finance Committee's recommendations. Jim <br /> will meet with them next Monday. It now appears that the cost of the 4% PAP <br /> increase will be approximately $33,000. The Finance Committee has <br /> recommended the PAP articles on the basis of equity. The Selectman <br /> have agreed to postpone the article for the design and construction of the <br /> septage treatment facility. The town has re-entered into negotiations with <br /> the Mass Military Reservation and this new option presents pros and cons that <br /> need to be considered. The article regarding the Summerwood/Ashers Path area <br /> now has a cost associated with it - $127,000. Kevin noted that this money <br /> could be borrowed with a short term interest cost of $10,000. He stated that <br /> this problem has existed for about five years and it is a cleanup problem that <br /> needs to be addressed. <br /> David Bailey the Town Assessor joined the meeting to address the Finance <br /> Committee's prelimary budget recommendations. He stated that the Committee's <br /> recommendations will result in the layoff of two part-time employees, and in <br /> all probability require that the office close two days a week. He stressed <br /> that the town had a lot of money at risk in the form of interest savings. <br /> The two part-time people are mainly doing filing work and dealing with the <br /> public. He stressed -the amount of documentation that is required by his <br /> department and the need for clerical support. David stated that he saw no <br /> problem to committing to a particular date that the tax bills would go out <br /> if he had the two part-time employees. He was not sure, however, if he could <br /> do this even if he was cut just one employee. <br />
