Finance Committee Minutes <br /> March 19, 1991 <br /> Page 4. <br /> Tom expressed his concern with the reduction in the hours of the <br /> department secretary. She handles a great deal of work and she does a lot <br /> of work for the Planning Board. She does all the Planning Board agendas and <br /> correspondence. The Board Secretary only does the minutes. 17% of the <br /> secretary's time is spent working for the Planning Board. if her hours are <br /> reduced she will not be able to do this work. <br /> Tom also stated that the secretary is in the clerical union and he was <br /> not sure if her hours could be reduced. Jim noted that this position was <br /> subject to funding. Jim further added that it was the intent of the Committee <br /> to keep the Town Planner a full-time position. <br /> Tom asked the Committee to please reconsider keeping his secretary at <br /> 372 hours and this would require reinstating $13,082. He would like to <br /> keep the present secretary-She is extremely capable and knowledgeable. <br /> Jim questioned if a portion of this were to be restored would it help. <br /> Tom stated that he could not speak for the secretary and what she would <br /> require to support her family. <br /> The Shellfish Warden, Paul Somerville joined the meeting. He stated that <br /> resource protection would not be there if the waterways assistant is cut. <br /> He stressed that the resource will be harmed when people know that there is <br /> no enforcement. Paul noted that he works hard all year round and it is a <br /> misconception that he only works in the summer months. He stressed a real <br /> need to keep the $7,000 for propagation in an attempt to rebuild a <br /> resource. He noted that this does not bring money into the treasury but it <br /> does to the people of the town. Jim stated that the Waterways Commission <br /> is going to try to raise some money. The waterways assistants are shared <br /> with the Harbormaster and he stressed that any amount of help he could get <br /> would help out. Jim questioned if $3,000 for propagation would provide <br /> some help. Paul informed the Committee that he has to show real commitment <br /> on the part of the town to get support from agencies such as the Division of <br /> Marine Fisheries Environmental Law Enforcement. He stressed that he may <br /> have to cut catch limits to protect seed if there is no propagation program. <br /> Selectman Jacobson has written a letter of support for the Shellfish <br /> Warden expressing her concerns about reductions to this budget. <br /> Kevin Harrington joined the meeting to discuss Board of Selectmen <br /> Accounts. Kevin stated that his only real concern was with the Finance <br /> Committee's recommendation for the Legal & Engineering Account of $150,000. <br /> Kevin feels that if all goes well there will be no problem, however if <br /> special counsel is required there could be a problem. He stated that he <br /> will try to avoid using labor counsel and that engineering costs should be <br /> down as there are no proposed capital programs. He is unsure if any major <br /> expenses will come up for this account and he noted that he was a little <br /> nervous. He had no other problems with the Committee's recommendations for <br /> the other Board of Selectmen Accounts. <br /> Kevin noted that he has concerns about some of the Committee's recommendations <br /> including Leisure Service, Assessors, Fire Department, and Board of Health. <br /> i <br />
