He questioned whether color televisions were classified as <br /> essential to what the Committee thought was a "bare bones budget." Most upsetting <br /> of all Jim noted were the reports he was hearing from people that children were <br /> coming home from school distraught because they are being told by school <br /> personnel about all the things that are going to be cut from the school curriculum. <br /> This he stated was reprehensible, and should not go on. Jim noted that he hoped <br /> the Committee would go on record as supporting the Taxpayers' request. <br /> Carole motioned that the Finance Committee support the Mashpee Taxpayers' <br /> Association request that a major portion of the school budget surplus of FY91 <br /> revert to the general fund and she -motioned the Board of Selectmen support <br /> this decision. She stressed that the Committee recommended cuts in budgets, <br /> lay offs and have increased unemployment .-none' of which-were necessary. <br /> Jim seconded the motion. This motion failed with only two votes in favor by <br /> Carole and Jim. Tony abstained from the vote. <br /> Vern expressed her disappointment about the school hudget.2-...She cautioned <br /> the members to be careful of rumors. She stressed the need for evidence <br /> to substantiate the rumors. She questioned whether an audit would be in order. <br /> Jim noted that he would like to see a current inventory. He added that if <br /> the stockrooms are full the school doesn't need to keep the surplus money to <br /> buy school supplies for next year. There has to be verification that the <br /> stockrooms are full. <br /> Carole noted that three new stoves had been delivered today to the <br /> school; however the Finance Committee had been told that the Home Economics <br /> program was to be eliminated. Carole asked Dr. DeMoura to comment on this <br /> and he declined. <br /> Carl motioned that the Finance Committee request a delineation by the <br /> School Committee/Superintendent of exactly where the $243,550 surplus is directed <br /> combined wiifh a.zurrent inventory of supplies and equipment and a summary <br /> of school encumberances and requisitions (other than payroll) from I/l/91 to <br /> 4/5/91, and that this be submitted to the Committee by 4/23/.91. John seconded <br /> this motion. The motion carried with all voting in favor (Tony abstained) . <br /> Jim cited Article 5 Section 11 of the town bylaws which gave <br /> the Committee the authority to investigate the books of any town department. <br /> Carole motioned that the Finance Committee check into the matter of <br /> three new stoves being delivered to the school, when the Home Economics <br /> program is to be eliminated. She would like to know why they were purchased. <br /> and the status of the stoves that were in there. , Deirdre seconded the motion. <br /> All members- voting were in favor, Tony abstained from voting. <br /> Jim expressed his concern about user fees charged to parents. They were <br /> told if they didn't pay the user fees the programs would be cut. Jim stated <br /> that this money should be returned. Carole motioned that the Finance Committee <br /> request the School Committee to refund all monies expended by parents on user <br /> fees for FY91 and also mot- oned,to seek the support of the Board-of-Selectmen on <br /> this motion. John seconded the motion. The motion carried with 5 in favor <br /> and two abstaining (Tony and Carl). <br /> The Finance Committee turned their attention to -consideration of Articles. <br /> Jim noted that he had requested that Article 16 of the Special Town Meeting <br />
