April 4, 1991
Mashpee School Committee
Dr. Lincoln A. DeMoura,. ED. D.
Superintendent of Schools
16 Great Neck Road North
Mashpee, MA 02649
Dear Dr. DeMoura and School Committee Members:
As taxpayers in the Town of Mashpee, we have been following the budget
process and the funding requirements needed to run our town government
and school systems.
With each family - whether they are young with children or retired - the
severe economic downturn has affected their lives. Christ the Icing
Church has over one hundred families coming in for food each week; the
Good Neighbor Fund at Deer Crossing has people lined up for clothing and
food. It is this kind of deprivation that our community is now endur-
ing.
It is very distressful for us as taxpayers to realize the school budget
presented and approved at Town Meeting last May may have been substan-
tially overestimated.
We understand the following -now exist:
1. As of April 1st, nine months into the fiscal year, the School
.Department has spent only 50% of its budget. Even
allowing for the seasonal nature of some teachers, pay, it
seems unreasonable.
2. You have recently reported a projected surplus of $368,550.
We are gratified to hear that part of this surplus ($125,000)
will pay for the Falmouth tuition, but we would hope the
School Committee would respond to the fiscal plight of the
community and turn the remaining surplus funds back to the
Town to restore financial stability.
We realize that you do not have another meeting scheduled until May, but
this is of such major importance that we 'feel the School Committee
should hold a Special Meeting to consider this issue and make public
their decisions prior to annual Town Meeting.
Very truly yours,
5 PEE TAXPAYERS ASSOCIATION
El abeth Nichols, Treasurer
cc: James Vaccaro
Jeremy Carter
Kevin Harrington
Mashpee Messenger
Falmouth Enterprise
Cape Cod Times
