MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> April 30, 1991 <br /> Town Hall <br /> Present: Carole Dunivan, John Ferriday, Tony Gallo, Deirdre Greelish, <br /> Carl Heller, Jim Vaccaro <br /> The Finance Committee met jointly with the Selectmen and the School <br /> Committee to discuss the FY91 school budget surplus. The School Committee <br /> refused to accept the proposal made the previous day which would have <br /> 1. Returned the entire surplus to the General <br /> Fund and <br /> 2. Reduce the FY92 school budget $100,000 <br /> for a budget of $4,950,000. <br /> A memorandum was distributed at the meeting signed by Dr. DeMoura <br /> entitled, "A Great Game of School Bashing." In this memorandum he disputed <br /> Finance Committee statements. School. Committee member Jim Connery stated <br /> _that the School Committee would not go for any "backdoor deals." They <br /> stated that the surplus would be reverted to the General Fund however a <br /> cut of $100,000 was unacceptable as next year's budget was a survival budget. <br /> This year he stressed was an exceptional year and circumstances led to the <br /> surplus that would not be repeated next year, such as the energy costs savings <br /> and sick leave buy back. There was no explanation of the amount of the surplus. <br /> Chairman Vaccaro recommended that an independent auditor be called in to <br /> review the books of the school department. The Selectmen voted in favor of <br /> hiring an independent auditor to review the books. <br /> The members of the Finance Committee left this meeting to_convene a <br /> meeting of its members to consider this information. It was the consensus <br /> of the Committee to recommend a school budget of $4,950,000. Jim stated that <br /> he felt the people needed a simple explanation at Town Meeting. The surplus <br /> figures would be identified and an inflationary figure added in. <br /> Carole motioned that $35,000 be transferd out of the medical insurance <br /> account, as the Blue Cross rates were less than anticipated. Tony seconded <br /> and all members agreed. <br /> Carole motioned that the Finance Committee rescind their recommendation <br /> to add $1,725 to the Accountant's budget. This cannot be done because it <br /> is more than requested. Diane had submitted a level funded budget. John <br /> seconded and all members agreed. <br /> Members voted to give Deirdrd the authority to go to the Superintendent <br /> and request a copy of his Lotus disk illustrating encumbrances and a list <br /> of all purchase orders including those he has not submitted yet.
