MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> June 24, 1991 <br /> Town Hall <br /> Present: Tom Bodwell, John Ferriday, Tony Gallo, Deirdre <br /> Greelish, Albert Polsi, Denise Sullivan, and <br /> Jim Vaccaro <br /> The Finance Committee was called to order at 7 p.m. The <br /> first order of business was to review the minutes of the <br /> meeting of May 20 , 1991. Deirdre requested that the second <br /> sentence of paragraph 2, page 3 be changed to read: "She <br /> noted that she had heard that it would cost as much to move <br /> as to stay. " Denise motioned that the amended minutes be <br /> approved. This motion was seconded by Al and all members <br /> were in favor. <br /> The Chairman noted that. several pieces of correspondence <br /> had been received. A letter has been received from Legal <br /> Services of Cape Cod and the Islands thanking the Committee <br /> for supporting their funding request. A memorandum has been <br /> received from the Town Clerk regarding the 911 Emergency <br /> System which town meeting voted to implement. The Chairman <br /> noted that he was not sure what costs were involved with <br /> this , however it appeared that funds would be needed to put a <br /> data base together for the system. He noted that there <br /> is to be a meeting July 15th and asked Deirdre if she could <br /> attend this meeting. Deirdre agreed to represent the <br /> Committee at this meeting. Kevin has written the Committee <br /> regarding the FY91 School. Audit. Michael. Cicoria has been <br /> selected to do this audit. Jim noted that he has had two <br /> meetings with him and the audit seems to be progressing. <br /> They have completed the audit on the payroll side and are now <br /> working on supplies. Jim noted that as far as he could see <br /> there are no surprises. They hope to have some information <br /> available in a week or two . The Massachusetts Municipal <br /> Association in a publication has advised that the I .R.S. has <br /> promulgated a new regulations regarding retirement and social <br /> security systems . They do not recognize the Massachusetts <br /> Retirement System as being in lieu of social security, which <br /> is the way it has always been. In the past if an employee <br /> was covered by the retirement system there was no FICA on <br /> them. On the current rule that I .R.S. is proposing the town <br /> will be required to pay FICA on employees. These guidelines <br /> are currently being challenged. The Finance Committee will <br /> have to keep an eye on this as it could be really costly. <br /> Correspondence has also been received from the State <br /> Association of Town Finance Committees. It noted that in the <br /> Senate version of the budget there is a provision that would <br /> allow money that was deferred for employee salaries for July <br />
