This motion was <br /> seconded by Al and all members were in agreement . <br /> Kevin has submitted a Request for the Town Hall Expense <br /> Account in the amount of $800. Kevin cited the postage rate <br /> increase as the cause for the shortfall in this account. <br /> According to the Town Accountant this account is already <br /> overexpended. Al stated that he would like to see a rundown <br /> of how the $800 was expended. John Ferriday motioned that <br /> the Committee recommend this transfer and Denise seconded. <br /> Deirdre noted that she felt that Kevin should have been able <br /> to compensate for the 4 cent increase in postage that became <br /> effective in January, all other departments were hit with <br /> various things that would affect their budget . She noted <br /> that every other department had to compensate for unf orseen <br /> expenses . She felt the Executive Secretary should have had <br /> more control over this budget. Al suggested that if this is <br /> approved that there should be a request for a detailed <br /> explanation noting that the Committee does not expect this to <br /> happen again. The Finance Committee approved this request <br /> with six votes in favor and one opposed by Deirdre . Jim <br /> noted that a memo would be sent along with this expressing <br /> the Finance Committee ' s concerns . <br /> There is also a Request for $2 ,000 for street lighting. <br /> This is due to an increase in the electric rates . The <br /> increase in the Com Electric rates resulted in a shortfall in <br /> this account. Tony Gallo motioned the Committee approve and <br /> Deirdre seconded the motion. All members voted in favor. <br /> The current balance of the Reserve is $16 , 301. 52 and no <br /> action has been taken on the Veteran' s Services Request for <br /> $17,000. <br /> Members of the Committee concurred that Al Polsi, who is <br /> already on the Fiscal Policy Committee, should be the Finance <br /> Committee Liaison to that Committee . Tony motioned to this <br /> effect and Tom seconded. All members voted to have Al as the <br /> Liaison to the Fiscal Advisory Committee. <br /> Chairman Vaccaro distributed to members a chart <br /> illustrating Kevin Harrington' s plan to reorganize town <br /> government . The concept is that the Board of Selectmen <br /> become a Board of Directors, Policy Setting Committee <br /> and the Executive Secretary is in essence a Town Manager. <br /> The Finance Committee in this plan would be appointed by the <br /> Selectmen. Tony expressed concern about the Selectmen <br /> appointing Finance Committee members and Deirdre questioned <br /> where the "checks and balances" were. Jim noted that under <br /> the present system of government there is no "boss" and there <br />. is no one who is accountable. Presently you can' t hold the <br /> Board of Selectmen or the Executive Secretary accountable <br /> because there are certain positions and boards which they <br /> have no control over.
