paid by July 2 of FY93 . Jim noted that he didn' t think that
it was a good idea to defer payment of this and members
agreed. The problem with this is that this will go into
effect unless town meeting votes it down. Deirdre motioned
that the Finance Committee not recommend the deferral option
for FY92 summer pay for teachers to FY93 and Al seconded the
motion. All members unanimously agreed that they were
opposed to the deferral option, and there should be an
article rejecting the option.
Jim further noted that the state is allowing for a "Super
Tuesday" override. This authorizes the town on September
24th to have an override election for the amount of state aid
that had been reduced between FY91 and FY92 . This would be
approximately $170,000-$200, 000 . This would be a one-shot
deal and it would- be like a debt exclusion. This doesn' t
require a town meeting vote . John Ferriday motioned that the
Finance Committee not recommend the "Super Tuesday" override
option and Deirdre seconded this motion. All members agreed.
Jim further noted that the state law now allows
municipalities to use a bi-weekly pay system. This will help
Mashpee save money. Also the state has revised the law
regarding the use of Stabilization Funds and they now can be
used for any lawful purpose . He also informed the Committee
• that the Internal Revenue Service has backed down from their
proposed FICA requirement .
Deirdre expressed her belief that a letter, should be sent
from the Finance Committee to the Governor regarding the use
of the gasoline tax. The Governor asked for a gasoline tax
and that money was specifically supposed to go for road and
bridge work and now he is cutting back on that work. Jim
will check with the Selectmen to see if a letter has been
sent . Deirdre expressed her belief that this should not go
unnoticed.
At 8: 50 by a role--call vote members agreed to go into
Executive Session for the purpose of discussing litigation.
Gail McNabb
Board Secretary
•
