•` Ed stated that we could make a recommendation that.the salary budget
be reduced',. but not specifically someone's salary. He felt that "it .
was not ac.function of, theyFInance C9mmittee'sto set salaries. It is
our. ' rcoaedationsavfunction n what-the=total wage budget
is. , ,
Carol..mentioned that you cannot' do anythi.ng.,to the j8alazy account.; you
can"only cut the wage-account.,. [Salary is`union and wage -is overtime.
BUDGET ,- BOARD OF HEALTH
Let: the record show that De dre Greelish stepped down from this,
•discussion because her husband is on' the Board of Health.
Al Polsi, is also the liaison' for• this department and he also handed
r out a packet to the membes for discussion. Issues the members then
discussed were whether.. the fees' eould be increased for dump passes, the
request for a partr.time clerk to work for. -both the Board of Health and
the Building Department.; „
Denise mentioned that, they' would have to.'cremate a position for a part
time. secretaiy at town meeting.
Al responded that according to Marilyn Farren, there was a floating
r clerk type position that was previously created.
Ed indicated that there is no money available in the floater account.
Al •recommended that the .money be, put into Personnel for a floating clerk,'
not specifically for the. Board of Health of,the Building Department,
but-,to rfloat where needed-.•
• Denise .asked whether the Agent andiHealth 'Agent in the Health Department
.would be"getting a .cost,of living increase`.
Al responded''that they have not put in for one.
Tony.,then stated that. all services that are `going to be cut will. have
valid reasons why, they shouldn't. be cut..,. We cannot give everybody
what they want: and come up with a balanced budget,
Tony felt that we.need..to. sit down and make a list of priorities and
when we .get to the bottom and we are out ,of;money, those departments,
will.have to go to a 2..1,2. override. The town people can th' dede
if they want- it or not. ,
Ed then also. asked .some specific questionst'about the Board of Health.
If the ,Transfer. Station went-to. a five day week, how much would be saved?
Al indicated-thatw
the savings would be minimal. It is not ton operated.
Ed ,then asked' for a dollar figure. h
Al stated`tha.t_. DiMaggio runs the Transfer Station and $510,277 is the
total for the trash. The tawn, is charged•438..00 per ton, estimated
tonnage" from Otis to SeaMass :is •5,925 for FY9,3. Members then discussed
this issue," k
Ed indicated that the.'town"makes a $2`:00:. profit per ton. You pay" , xs
DiMaggio to,bring the trash' toOtis. You pay .pro rate share to Otis,
you then pay Bay Colony„ter-ton.to transport"the trash to SeaMass"to
, _be disposed.- Ed inquired .what 'the change. would be in DiMaggio's 'pri3e
i Fthe Station was 'only open-five days.
Tony mentioned that we need to- figure theicost per day, and decide if
we might keep' statioW open f or' five days, or,even four days, depending on
savings. You will still `get the same amount of trash most likely.
