MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> MARCH 4, 1992 <br /> MEETING COMMENCED AT 7: 10 P.M. <br /> Members Present. Tony Gallo, Chairman; Deidre Greelish; Al Polsi; <br /> Dan Goggin; John Ferriday; Ed Baker; and Denise Sullivan. <br /> Anne Shaw, Treasurer, Tax Collector and Alec Watt, School Building <br /> Needs Committee Member were present at this meeting. <br /> MINUTES <br /> Tony Gallo read an opinion to the Finance Committee Members from <br /> Town Council stating that he is able to discuss and vote on the 15 <br /> room addition to the Mashpee Middle School. <br /> Anne Shaw was present at this meeting to discuss some questions <br /> that the members had inquired from Ed Baker regarding the <br /> Treasurer's Department. The members discussed quarterly and semi- <br /> annual tax bills. Ms. Shaw explained Senate Bill No. 1217. She <br /> explained that this bill would be at no extra expense to the town <br /> and it would serve the same purpose, cash flow wise, as quarterly <br /> tax bills without the cost. She also explained that if this bill <br /> passed, the only month that the town would need to borrow money <br /> would be in February 1993. Tax bills would be due in the first <br /> year on October 1st. , and April 1st. The second year they would be <br /> due on September 1st. , and March 1st. The third year the bills <br /> would be due on August 1st. , and February 1st. She also gave the <br /> members a copy of the letter, which she sent to Senator Henri <br /> Rauschenbach requesting his support for Senate Bill No. 1217. Ms. <br /> Shaw stated that it is logistically impossible for Mashpee to send <br /> quarterly tax bills because of the May town meeting. She indicated <br /> that if Bill 1217 does not pass, the town should really get <br /> commitment from the Board of Assessors for preliminary billing. <br /> Dan Goggin asked why we need the Assessors to send out the <br /> preliminary tax bills? Ms. Shaw stated that the Assessors need to <br /> send out the preliminary bills because all the work is done on one <br /> computer in their office. Ms. Shaw also stated that the town could <br /> not do quarterlies for FY 93. It took the towns who have adopted <br /> this system at least a year to prepare for it. Ms. Shaw indicated <br /> that she was going to meet with the Board of Selectmen in the <br /> morning to discuss this. <br /> Dan Goggin questioned her communication expense request in her <br /> budget. Ms. Shaw stated that she put in for $1,550 because she was <br /> taking into consideration the cost of living increase from the <br /> telephone company. She will revert it back to $1,450 if need be. <br /> Ms. Shaw also stated that she is withdrawing her request for <br /> $312.30 for an employee to help in her department. As of the <br /> present time, she has a volunteer who types and is willing to work <br />
