Page 3 <br /> Board of Selectmen regarding capital expenditures in the warrants. <br /> Members agreed that Ms. Greelish would write the memo requesting <br /> that the capital expenditures line item be removed from the <br /> Omnibus. Members also discussed who should have the responsibility <br /> of keeping track of the departments' requests for new equipment and <br /> repair. There was a question of whether the Capital improvement <br /> Committee should be reinstated or whether the Finance Committee <br /> shoud be responsible. members agreed that there would be a limit <br /> of $1 ,000. Any requests under $1,000 would be included in the <br /> department's expense line item. If the request was over $1,000 it <br /> would go under an Article for replacement of equipment or an <br /> Article for purchasing new equipment. Ms. Greelish stated that the <br /> Police and Fire Departments have been tracking their equipment. <br /> Also in the memo Ms. Greelish was going to mention that the Finance <br /> Committee hoped that Fixed Asset Control would provide the members <br /> with information supporting capital requests. <br /> Next on the agenda was reviewing the "Mashpee Middle School <br /> Addition Tentative Construction Schedule as of 4/9/92" . Ms. <br /> Greelish felt that the paragraph pertaining to the addition <br /> occupying 19,000 square feet should be left out. She did not feel <br /> they should overstate the minimum size of the project. Ms. <br /> Greelish also felt that the Selectmen should be involved in the <br /> selection of the three finalists and fees, etc. , not just on <br /> appointing contractor. Members also questioned submittal of the <br /> proposals. They did not feel that any reasonable contractor would <br /> have time in the time frame given to submit a proposal . They felt <br /> the School Building Needs Committee probably had their mind set on <br /> Carlson Engineering. Members also felt that listed in the <br /> criteria, it states basically that if you have never built a school <br /> before then don't bother submitting a proposal. <br /> Members also discussed the School's request for $24 ,000+ for their <br /> extra bus and extra 2 routes. Ms. Greelish stated that there is <br /> currently $14 ,500 left in the budget so that they would need to <br /> come up with another $10,000 if they decided to support the <br /> school's request. Mr. Ferriday, liaison to the school department, <br /> still felt that the department could find this money in their <br /> expense account. He felt that the committee should sit on their <br /> recommendation and explain to the populous what exactly is left, <br /> where it came from, etc. <br /> The Finance Committee did not vote on the minutes of March 31st and <br /> April 1st. They will vote next Wednesday. <br /> The Finance Committee will meet again on Wednesday, April 22 , 1992 <br /> at 7:00 P.M. The meeting adjourned at 10:20 P.M. <br /> Minutes Submitted by Jean M.
