MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> MAY 4, 1992 <br /> MEETING COMMENCED AT 6:00 P.M. <br /> Members Present: Tony Gallo, Chairman; Deirdre Greelish; Al Polsi; <br /> Dan Goggin; John Ferriday; Ed Baker; and Denise Sullivan. <br /> Members met prior to the Semi--Annual/Special Town Meeting to <br /> discuss the new fire contract, the $1,800 added to the Assessors' <br /> expense line item and the Department of Public Work's Article 18 <br /> regarding Chapter 90 funds. <br /> Tony Gallo, Chairman, indicated that Town Counsel stated that the <br /> Finance Committee take the $1,800 back out of the Assessors' <br /> expense line item because the Finance Committee cannot recommend <br /> more than requested by the department. <br /> FIRE CONTRACT <br /> Mr. Gallo stated that there was a question of whether the Board of <br /> Selectmen had in fact accepted the contract as written. According <br /> to Joseph Reardon,. Town Counsel, the Board of Selectmen had broke <br /> off negotiations and had just recently reopened discussion. The <br /> Board of Selectmen, according to Mr. Reardon, made a counteroffer <br /> in regard to call back pay and the union accepted counteroffer <br /> 100% . According to Mr. Reardon that constituted a deal and the <br /> Board of Selectmen have to recommend approval. Mr. Gallo felt that <br /> this deal put the Board of Selectmen in a bind, but that it did not <br /> affect the Finance Committee's recommendation. Mr. Gallo stated <br /> that the committee needed to either accept the contract as written, <br /> not accept as written or indefinetly postpone. <br /> Dan Goggin MOTIONED to NOT recommend the new fire contract as <br /> written. Ed Baker seconded the motion and members voted <br /> unanimously 7-0 in favor of NOT accepting the contract. The <br /> reasons for not being in favor of the contract as written are: <br /> salary increases are considered excessive; the Finance Committee <br /> does not agree with all of the fringe benefit changes ($500. <br /> minimum for uniforms; being paid for travel time, as well as <br /> schooling and regular day's pay) ; the committee feels the public <br /> should be aware of all of the changes so that they could make an <br /> informed vote; and the committee feels that other town employee <br /> contracts contain "me too" provisions that could result in <br /> reopening negotiations for higher FY92 wages at a significant cost. <br /> DEPARTMENT OF PUBLIC WORKS <br /> Greg Taylor, Director, was also present at the meeting to discuss <br /> any questions regarding Article 18 Annual Town Meeting -relating to <br /> Chapter 90 Funds. Mr. Taylor changes a memo that was sent on <br /> November 14, 1991 to the Board of Selectmen and the Executive <br /> Secretary regarding the prioritized list of road and intersection <br />
