I
MASHPEE FINANCE COMMITTEE MEETING MINUTES
ECECUTIVE SESSION
JUNE 16, 1992
Members Present: Deirdre Greelish, Chairperson; Tony Gallo; Ed
Baker; Roger Dunivan and Denise Sullivan.
i
Tony Gallo MOTIONED that for the purpose of discussion contract
negotiations, the meeting should be in executive session. Denise
Sullivan seconded the motion. Members voted Deirdre Greelish in
favor, Tony Gallo in favor, Roger Dunivan in favor, Denise Sullivan
in favor and Ed Baker in favor.
Ed Baker handed out a proposal that he prepared for the Finance
Committee with their possible recommendations for contract
negotiation. Members discussed eliminating police and fire double
holiday pay. Mr. Baker also handed out a sheet explaining holiday
pay change. He felt that the committee should go with the time and
a half table to the Board of Selectmen, which would give the fire
department 4, 290 hours, the police 3 ,740 hours for a total of 8,030
hours. We would lose 220 in police hours but make up 990 in fire
hours.
Members also discussed elimination of longevity payments. Mr.
Baker felt that the progression of employees should be that when
they reach the top, they should either be promoted or given a
raise. He does not agree with longevity payments. Ms. Sullivan
also felt this way.
Members also discussed eliminating police department compensation
time. Mr. Baker explained that there are two categories of
policemen. The first is a patrolman who works 4 days on and 2 days
off, which is equivalent to 17 fewer days that an officer who works
5 days 8 hours per day. The second category is an officer not
assigned to patrol duty. They are given 17 days compensation time
to make up for the fact they are not asssigned to patrol duty.
Members agreed that their comments would be directly handed to
Nancy Caffyn, Chairperson Board of Selectman, by Deirdre Greelish.
She then could make copies and distribute to other Board of
Selectmen members if she desired. This would protect the members
on the Finance Committee from being criticized for distributing
copies out needlessly.
The meeting adjourned at 9:20 PM. Minutes recorded by Jean M.
Mooney, Recording Secretary. The next meeting will possibly be on
June 30th or July 1st.
