MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> DECEMBER 7 , 1993 <br /> MEETING COMMENCED AT 7:OOPM <br /> Members Present: Dan Goggin, Chairman; Deirdre Greelish; John <br /> Ferriday; Denise Sullivan and Marcia King. Roger Dunivan and Tony <br /> Gallo were unable to attend. <br /> Guests who were in attendance at this meeting were Al Polsi , <br /> Mashpee Taxpayer's Association and Robert Whritenour, Executive <br /> Secretary. <br /> Please note that this meeting was not taped, due to a shortage of <br /> tape recorders. <br /> John Ferriday MOTIONED to accept the Minutes of December 4 , 1993 as <br /> written. Denise Sullivan seconded the Motion and members approved <br /> the Minutes by a vote of 4-0, Deirdre Greelish abstaining. <br /> TAXPAYERS ASSOCIATION PRESENTATION <br /> Al Polsi was present to discuss the Ten Year Projected Master <br /> Financial Plan for the Town of Mashpee. He stated that the Fiscal <br /> Policy was used to prepare this Financial Plan. Mr. Polsi stated <br /> that he had met on the previous Monday with Nancy Caffyn, <br /> Selectperson; James Vaccaro, Selectperson; Les Greig and David <br /> Bailey, Board of Assessors. Mr. Vaccaro would like this to be used <br /> as the official plan for the Town. <br /> Mr. Goggin asked which things in the first column of the plan were <br /> mandated? It is mandated that the Town has to cap the landfill . <br /> Mr. Polsi stated that they agreed to have the bond start in 1996. <br /> Other things that the town has to do is buy land, build the school , <br /> and provide 40% of the six million dollars for the Septage <br /> Treatment Plant. Ms. Greelish stated that in her opinion there was <br /> plenty of room inside 2 1/2 to cap the landfill. The Committee <br /> agreed to leave the landfill cap in the debt column but borrow <br /> inside 2 1/2. The Committee also discussed what they felt were <br /> optional items such as Town Hall renovation and the addition at the <br /> Fire Department. Mr. Polsi explained that Ms. Caffyn and Mr. <br /> Vaccaro both felt that certain renovations needed to be done at the <br /> Town Hall and felt that FY97 would be a good year to start the <br /> bond. <br /> Peter DiNizio, School Building Committee, came into the meeting at <br /> 7:30PM. It was decided that Marcia King will be a liaison to the <br /> School Building Committee. She will attend their meetings and then <br /> discuss information available with the Finance Committee. Mr. <br /> Ferriday, when told about the High School Curriculum Committee, <br /> stated that he would on occasion like to droop in on a meeting. <br /> Ms. King left the meeting to attend the School Building Committee's <br />
