Page 3 <br /> requesting that he provide a detailed breakdown of each department <br /> in regard to the two 2% increases and also the 53rd week. The <br /> Finance Committee feels very strongly that the voters have a right <br /> to know exactly what they are voting on and the cost of their <br /> actions. Denise Sullivan seconded the Motion and members voted 7-0 <br /> in approval. <br /> Ms. Greelish asked Ms. Rommelmeyer about the Snow and Ice Removal <br /> Account and its status. Ms. Rommelmeyer answered that there is <br /> still $20,000 remaining but the Town is still processing bills <br /> from other storms. She stated that there would definitely be a <br /> deficit. The Board of Selectmen met prior to authorize that Greg <br /> Taylor, Director DPW, overextend his budget. Ms. Greelish <br /> explained that this is one time when the Law allows the Town to <br /> close its books with a deficit. <br /> Ms. Rommelmeyer indicated that she level funded the School <br /> Department's budget by order of the Executive Secretary because he <br /> has not yet received their budget request. <br /> Mr. Goggin asked the Town Accountant if there was anything unusual <br /> in her budget request? She stated that she is seeking funds for <br /> her part time employee to be given four extra hours. She is <br /> presently funded at 20 hours and Ms. Rommelmeyer wishes her to be <br /> employed 24 hours. The extra funds requested is $1,000. <br /> ARTICLES <br /> Ms. Greelish asked about the article to rescind bonding authority. <br /> Ms. Rommelmeyer indicated that she was going to speak to the <br /> Selectmen about this and that the Middle School's excess funds <br /> would be available for another project. Ms. Greelish noted for the <br /> record that she wished these excess funds be placed in the High <br /> school's project account. <br /> Mr. Goggin informed the Committee that he spoke to Anne Shaw/Tax <br /> Collector regarding the Capital Improvement Article. She stated <br /> that she would be in favor of the Article, providing the Article <br /> was formed at the Special Town Meeting and funded at the Annual <br /> Town Meeting. <br /> Ms. Sullivan asked Ms. Rommelmeyer to talk about the Betterment <br /> Reserve Account. Mr. Goggin stated that it was his opinion that <br /> the Town Accountant was not referring to prepaid Betterments but to <br /> annual installments. Ms. Rommelmeyer stated that she did not <br /> believe the Act stated that interest, as well as principal be <br /> applied to Account. Mr. Ferriday believed the Committee should <br /> themselves write to the Department of Revenue to inform them that <br /> it was not the intention of the Town to make only partial <br /> installments to the Account. Ms. Greelish wished to go on record <br /> stating that she was disappointed with all the work that had been <br /> done to get the Betterment Account enacted, and that it was being <br />
