II2B49
FINANCE COMMITTEE
Personnel Board
Town of Mashpee
Town Hall
Great Neck Road
Mashpee, MA 02649
Refer: Personnel Administration Plan, Work Week (section 5. 8)
It has been brought to the attention of the Finance Committee that
the Personnel Administration Plan managerial and professional
employees usually work a 35 hour week and believe they receive a
one hour paid lunch, entitling them to 40 hours paid per week. Per
the PAP document, page 12, section 12, section 5.8 Work Week, the
work week is listed as "managers and professionals, it is 40
hours" . No where does this document state that lunch of one hour
is paid. Within this same document, section 5.8.1, administrative
and clerical employees work 37.5 hours with an unpaid one half hour
lunch. In Section 5.8. 2 Reduced Work Week Administrative and
Clerical Employees, administrative and clerical employees may
request to work a 35 hour per week which includes a one hour unpaid
lunch period. .
This practice of receiving a paid lunch represents an apparent
breech of the intent of the PAP document. It appears our managers
and professionals are working less than the administrative and
clerical staff. In private industry managers and professionals
routinely work longer hours than administrative and clerical staff,
this is the main reason managers and professionals receive larger
salaries. This also appears to show favoritism to mangers and
professionals at the expense of administrative and clerical staff.
The PAP salary table represents a 40 hour work week. If a manager
or professional is working only 35 hours per week then there should
be a decrease of 14 .3% reflected in their weekly salary (the
difference between working 35 hours and 40 hours per week) . The
taxpayers of Mashpee should be receiving a full week of work (40
hours) for a full week of pay (40 hours) .
Please respond in writing to these inquiries.
Thank you
Mashpee Finance Committee
cc: Executive Secretary
Selectmen's Office
