MASHPEE FINANCE COMMITTEE MEETING MINUTES
OCTOBER 3 , 1994
MEETING COMMENCED AT 7:OOPM
Members present: Dan Goggin, Chairman; Marcia King, Vice Chairman;
Denise Sullivan; John Ferriday; Tony Gallo and Juan Bacigalupi .
Please note for the record that this meeting took place prior to
the start of the October Town Meeting. This meeting was not taped.
Mr. Goggin informed the Committee that the only change that they
should be aware of was in regard to Article 1 (purchase of data
processing system) . Mr. Goggin explained that he had spoken with
the Executive Secretary, Mr. Whritenour, earlier in the afternoon
and was told that the Selectmen were going to recommend $60,000 be
approved for the purchase. The funding would be made available
from the Overlay Account. Mr. Goggin stated that he was
comfortable with this decision and would like for the Finance
Committee to go along with the Selectmen's recommendation. He
explained that the Computer Committee felt that this was a very
good step and it would provide personal computers for some
departments and have the Town utilize a local area network. The
Committee agreed that they would recommend.
Mrs. Sullivan asked Mr. Goggin if the Selectmen agreed to fund the
$12,000 for the Personnel Consultant from the Legal and Engineering
Account? Mr. Goggin had not received an answer to that question,
but felt the Finance Committee should state their argument on Town
Meeting floor. It was the belief of the Committee that the Account
was designed for this purpose and that this is where the funding
should come from.
Mr. Goggin asked Mr. Bacigalupi to explain any changes to the Fire
Contract. Mr. Bacigalupi mentioned that some changes made were
lower grade levels in FY95 totalling a 1.2% increase, and two steps
were added on the high end. The contract, Mr. Bacigalupi
explained, was practically identical to the Police Department's
contract. He mentioned that litigation wag*i-dropped against the
Town with prejudice, meaning that it could be initiated again in
the future. Mr. Bacigalupi stated that he would speak at Town
meeting, if any questions arose regarding the contract.
John Ferriday MOTIONED to adjourn the meeting at 7: 20PM. Denise
Sullivan seconded the Motion and members voted unanimously 6-0.
