He also felt <br /> that raises should have been voted on prior to the Omnibus at Town <br /> Meeting. Mr. Goggin stated that it seemed unjust to have the <br /> taxpayers vote on the omnibus with the warrant already written <br /> having assumed approval . Mr. Bacigalupi suggested providing an <br /> overall better financial position to the Town, by voting on new <br /> positions; replacement, improvement and purchasing of capital; <br /> prior to voting on the Omnibus. Mr. Whritenour again stated that <br /> it was the responsibility of the Finance Committee, in his opinion, <br /> to recommend a responsible budget. Mr. Goggin also felt it was <br /> their responsibility to shine light on certain problems. He <br /> believed that the taxpayers might not notice certain new items <br /> being requested. Mr. Whritenour stated that he would like to see <br /> the Finance Committee and the Board of Selectmen in agreement <br /> before Town Meeting. Mr. Goggin agreed that the Finance Committee <br /> and Selectmen should meet prior to Town Meeting to hash out any <br /> problems, but mentioned that the Selectmen did not care to meet <br /> last year. Mr. Goggin also asked to see the "wish list" of the <br /> Selectmen and have them prioritize their list. <br /> Mr. Whritenour stated that he would like Finance Committee liaisons <br /> to make every effort to sit down with him and the department head <br /> when they schedule to meet. The meetings will begin from December <br /> 16th through January 30th. Mr. Whritenour also stated that he <br /> would be willing to meet some evenings to accommodate the Finance <br /> Committee. Mr. Goggin asked Mr. Whritenour what he felt about Mr. <br /> Bacigalupi's proposal? The Executive Secretary answered that Mr. <br /> Bacigalupi did a very good job and he would try to implement it in <br /> his package. <br /> Mr. Whritenour stated that one problem is that there are two <br /> processes for budgets. He would like to implement dual budgeting <br /> capital improvement and requests over $10,000. He'd like to set up <br /> a Capital Improvement Committee. He stated that every department <br /> that submits a request would have to go through this Committee. <br /> Have a public hearing for capital improvement. He then felt the <br /> Committee would report their recommendation to the Finance <br /> Committee. Mr. Whritenour would like to come up with a six year <br /> program that everyone would support. This would keep capital <br /> improvement away from the operating budget. Capital improvement <br /> forms will be sent out to department heads in October. He stated <br /> that this year it would start in October but next year and the <br /> following years, these forms would be sent in September. Ms. <br /> Greelish asked if this was similar to what the Finance Committee <br /> tried to institute three years ago? Mr. Whritenour stated that it <br /> was similar. Mr. Goggin stated that the Finance Committee is in <br /> total support of the Capital Improvement Committee. Mr. Goggin <br /> asked for a copy of the By-Laws pertaining. Mr. Bacigalupi <br /> suggested appointing a Finance Committee for a one year term to the <br /> capital Improvement Committee. Mr. Goleb wasn't sure if all was <br /> correct. He thought it might be similar to mice watching cheese. <br />
