Mr. Goggin agreed that Mashpee continues to provide more <br /> money than the Department of Education requires. Mr. Bacigalupi <br /> mentioned that Mashpee is not meeting per student expenditures, but <br /> is in compliance with the Law. Mr. Goggin reminded the Committee <br /> of the joint meeting scheduled with the School Committee on <br /> November 15th. He asked that Ms. King look at a few different <br /> scenarios using enrollments. Mr. Bacigalupi stated that quite <br /> possibly, if the Committee uses a 2% increase for the schools they <br /> may be under funding the growth factor. <br /> Mr. Bacigalupi asked what it is that the Committee wants to include <br /> in the Long Range Plan? Mr. Goggin suggested using Departments <br /> included in the Warrant and use the categories mentioned before. <br /> Mr. Bacigalupi said that the Committee could use the alphabetical <br /> sort for departments when discussing the budget. He also mentioned <br /> that contract discussions will begin again in January. Juan felt <br /> that the Committee should come up with some sort of strategy now to <br /> see what the Town can afford. He felt if the Committee could begin <br /> work with the Selectmen, the Town could come up with a figure the <br /> Town could absorb. <br /> Mr. Golub mentioned that he was unsure exactly what the Executive <br /> Secretary was asking of department heads. was he suggesting level <br /> service or level budgeting? Mr. Bacigalupi stated that the <br /> Executive Secretary does not set the budget statement. It was Mr. <br /> Bacigalupi Isopinion, that what Mr. Whritenouar would like to see is <br /> a level budget with some level servicing. Mr. Goggin stated that <br /> he too was unsure of what the Executive Secretary would propose to <br /> the department heads. <br /> There was some discussion as to what the responsibilities of the <br /> Finance Committee were in regard to setting the budgetary process. <br /> Mr. Bacigalupi mentioned that the Finance Committee is only an <br /> advisory Committee. Mr. Golub asked if it is the responsibility of <br /> the Committee to approve or disapprove the budget? Mr. Bacigalupi <br /> stated that the Finance Committee needed to come up with guidelines <br /> by November 16th. According to Mr. Coggin's thinking, the Finance <br /> Committee is a financial advisor to the taxpayers. Mr. Goggin felt <br /> that one of the most important things the Finance Committee can <br /> relay to the taxpayers is that by placing money into Stabilization, <br /> this will help stabilize the tax rate. The Finance Committee has <br /> put aside a certain percentage of money in the Long Range Plan for <br /> Stabilization. Mr. Goggin stated that if the Finance Committee can <br /> build up Stabilization enough, an override may not be necessary to <br /> open up the high school. <br /> Mr. Bacigalupi informed the Committee that the Executive Secretary <br /> had sent out forms for requesting capital improvement to seven <br /> departments on October 24th. The Capital Improvement Committee <br /> will include a member of the Finance Committee, Board of Selectmen, <br /> Executive Secretary and seven department heads. Mr. Bacigalupi <br />
