3 <br /> Board of Selectmen <br /> Minutes <br /> June 1, 1999 <br /> Joint Meeting re: FY 2000 School Budget: <br /> Mrs. Cook requested that applicable parties make an effort in concert to <br /> educate the citizens on the budget problems that are facing the Mashpee <br /> school system to bring forth appropriation in October. <br /> School Committee member,Kathleen Lynch related concern with respect <br /> to the timing of the appropriation of funds. It was noted that 50%of <br /> students tend to participate in sports during the start of the school year. If <br /> the funding does not pass at Town Meeting,what will happen,and where <br /> do we take money from the budget to pay for the programs voiced Mrs. <br /> Lynch in dismay. She suggested that the School Committee consider <br /> starting the full-day kindergarten program and extracurricular activities in <br /> October upon appropriation. <br /> It was recommended that a mini town meeting be scheduled prior to the <br /> October Town Meeting to make the scenario clear to the voters. In <br /> addition, it was suggested that user fees be charged for extracurricular <br /> activities in a joint effort to defray the budget shortfall. <br /> Selectman Leveille related concern with respect to the additional sum of <br /> $100,000 estimated for employee medical benefits that has not been <br /> factored into the shortfall estimate. <br /> Finance Committee member, Sidney Golub stated that he is not <br /> enthusiastic with the plan. In his personal opinion, it is like borrowing on <br /> a credit card. The taxpayers have spoken. Rightfully or wrongfully, there <br /> is no more money for the School Department. The use of free cash will <br /> j prolong the solution. Mr. Golub suggested that a 3-5 year plan be <br /> developed to fund the budget beyond the next fiscal year. It was noted <br /> that the sum of$500,000 is not expected to be included in the budget <br /> appropriation for next fiscal year. <br /> Recess: 10:08 a.m. Meeting Resumed: 10:18 a.m. <br /> Motion made by Selectman Taylor to defeat the request for a <br /> Proposition 2 '/ override ballot question, and support the <br /> appropriation of$500,000 from certified free cash at the October <br /> Town Meeting as recommended. <br /> Motion seconded by Selectman Cahalane. <br /> VOTE: Unanimous. 4-0. <br />
