Board of Selectmen Minutes 4 January S, 1448 OLD BUSINESS Masa hpee-WakebyPond Study-Request for Additional S.esvices The Board received information relative to Pond Level Management for Mashpee-Wakeby Pond as a result of a study performed by Horsley and Witten,Inc. of Sandwich. (enclosed) The firm was hired by the town to review the rise in water levels, and the role of the small dam that controls pond water flow. The report indicates that the level of the pond can be controlled without hurting the nearby herring run and area wetlands informed Mr. Whritenour. Recommended Management Actions both long and short term include; Clean out the spillway Taking accurate dimensions of the spillway and prepare as-built plan Establish clear responsibility for maintaining the spillway Calibrate flow rate versus the height of water flowing over the boards Establish the "design"elevation for the pond under various conditions Assign responsibility for maintaining elevations of the pond Maintain flow through manipulation of the spillway at Mashpee-Wakeby The calibration flow rate analysis is a component of the study. Data will support a public hearing regarding a Notice of Intent for the management of pond levels at Mashpee-Wakeby Pond informed Mr. Whritenour. The Conservation Commission has voted to compensate Horsley and Witten up to $3200 for the additional work. It is hopeful that the calibration analysis will begin soon after the town has cleaned the spillway area. Mr. Whritenour was directed by the Board to coordinate resources with Horsley and Witten, and the Cape Cod Mosquito Control District to begin the clean-up process. The District is expected to assist the town in cleaning the spillway. All correspondence regarding this matter is expected to be documented for public review. Motion made by Selectman Caffyn to approve and compensate Horsley and Witten,Inc. for a sum not to exceed; $3200 to complete additional analysis and calibration measurements on Mashpee-Wakeby Pond as defined. Motion seconded by Selectman Marsters. VOTE; Unanimous. 5-0.
