MASHPEE BOARD OF SELECTMEN MINUTES <br /> MONDAY,APRIL 6, 1998 <br /> TOWN HALL, CONFERENCE RM #1 <br /> Present: Selectman Caffyn, Selectman Frye, Selectman Marsters, Executive Secretary Robert <br /> Whritenour, Assistant to the Executive Secretary Joyce Mason <br /> Guests: Gerard Martin, Paul Tarazzi, Dept of Environmental Protection <br /> Meeting was called to order by Selectmen Frye at 6:34 p.m. <br /> APPOINTMENTS AND HEARINGS <br /> Dept. Of Environmental Protection re: J. Braden Thom son Plume. <br /> Mr. Whritenour introduced Paul Tarazzi, Regional Director of DEP Lakeville and Gerard <br /> Martin, engineer with DEP who will give an update on the J. Braden Thompson plume. <br /> Mr. Tarazzi explained the plume originates from an old junkyard. The owners cannot pay for <br /> the cleanup so the State, through the DEP has stepped in to take over the design and construction <br /> of the remediation system. This is the single largest cleanup, using State funds, in the history of <br /> the program. That is good news for Mashpee. There had been concerns that the plum migrated <br /> under the Pond, to the eastern side but they have not found that to be the case. The cleanup <br /> efforts will remain on the western side of the Pond. He introduced Gerard Martin, engineer for <br /> DEP and Chief of the site management section. <br /> Mr. Martin thanked Mashpee town officials who have all been very cooperative and helpful to <br /> DEP during this process. He presented handouts of the overheads he will be showing. <br /> Site Description: an old junkyard off of Snake Pond Road and Rte 130 in Sandwich. <br /> DEP Actions to date: private wells along Cove Road have been monitored. Most wells are <br /> clean, one has PCE level of I.I. The wells are not pulling the plume up into drinking water. <br /> Phase II is to determine the extent of the plume. Phase III is to determine the best alternative for <br /> cleanup. <br /> Originally, DEP installed monitoring wells 180 feet deep, which was as far as the drilling rig <br /> could go. With new drilling equipment, last summer they were able to go to the bottom of the <br /> aquifer. They found the plume to be deeper than originally thought(275 feet), of higher <br /> concentration and the major component of the plume was different. DEP then became <br /> concerned the plume may have migrated under the Pond and initiated an assessment of the <br /> Eastern side of Mashpee Wakeby Pond. 20-30 private wells were sampled along South Sandwich <br /> Rd and Lakewood area and all were found to be clean. <br /> They also conduced surface sampling in the Pond, in the Cove Rd area. At each location a <br /> surface and bottom sample was taken. They found low levels of solvents at the bottom of the <br /> Pond which means the plume is getting into the Pond. He presented a map of the sampling <br /> locations. <br /> They then expanded the surface sampling to Mashpee and Santuit Rivers. I5 samples were taken <br /> and no contamination was found. <br /> Micro wells were installed in Ryder Conservation property and Lowell Holly(TTOR property)_ <br /> They could only get down 220 feet and could not get the drill rigs to the outermost part of the <br />
