Board of Selectmen Minutes September 22, 1998 Present: Selectman Marsters, Selectman Frye, Selectman Taylor, Selectman Leveille Executive Secretary Robert Whritenour Assistant to the Executive Secretary Joyce Mason Absent: Selectman Caffyn Meeting Called to Order by Chairman Marsters at 5:50 p.m. Town Hall,Meeting Room #L APPOINT APPOINL&=5 AND HEARIN Disr,uSsion with the Finance Commilte&rem ATM A i l # 9: The Finance Committee was present to review Article#19 of the October 5, 1998 Annual Town Meeting warrant with members of the Board of Selectmen. Article#19: To see if the Town will vote to amend Section 5-8 of its General Bylaws by striking the words, "or appointed" from the first sentence, or take any other action relating thereto. Explanation: Currently, Section 5-8 of the General Bylaws specifies that no member of the Finance Committee may hold any other elected or appointed Town office. This article seeks to remove the restriction that no member of the Finance Committee may hold another appointed Town office. Finance Committee member, Sidney Golub presented the Finanee Committee's concern relative to allowing Town officials to serve on the Finance Committee. Discussion followed. Mr. Whritenour,Executive Secretary indicated that the article will perfect the bylaw in lieu of the process to enforce the bylaw. The Selectmen are taking affirmative steps to correct the bylaw to remedy the present situation to resolve the current tenure of Finance Committee member, Steve Cashman who is presently employed by the Town of Mashpee as a Firefighter. The amendment of the General Bylaw, if approved by Town Meeting vote will take effect upon approval of the Attorney General. Further discussion ensued.
