Board of Selectmen <br /> Minutes b <br /> September 28, 1998 <br /> APPOMMENIS AND BEARINGS: <br /> Public n - r' ht • (continued) <br /> Selectman Marsters opened the Public Hearing to obtain comment. <br /> John Guerriere stated that he is in favor of the road conversion, and requested <br /> the developer contribute additional funds to bring the roads to standard levels. <br /> Mr. Taylor, Director of Public Works indicated that the developer is <br /> expected to repair drainage'problems. It was noted that the estimate of <br />* construction costs has been reflected as not to exceed costs, and are <br /> likely to be less that the initial cost estimate. <br /> John Wilcox stated that he is baffled by the additional road expense for he <br /> has not seen any drain problems. Mr. Hynes indicated that large puddles <br /> exist on the road area of discussion. He suggested that an additional hydrant <br /> be added to the area in concern for public safety. <br /> Heather Black suggested the Board move forward to gain acceptance of the <br /> roads, and perhaps the developer will assume some of the costs attributed to <br /> drainage. <br /> Mr. Whritenour indicated that a petition is necessary from the individual lot <br /> owners or abutters of the road. Mrs. Horning noted that 50%of the abutters <br /> signatures should be placed on the petition. The cost is approximately $600 <br /> per homeowner over a twenty year period. When can you begin the work asked <br /> Mr. Horning in support of the road conversion? It was noted that the process <br /> will be able to commence after May Town Meeting with voter approval. <br /> Discussion followed with regards to road aprons and the street light <br /> betterment. Andy Eliason and Maureen Devine related concern to the betterment. <br /> It was noted that the residents each have an additional driveway that abuts <br /> the subject road conversion of discussion. It was noted that there is an abatement <br /> process for special consideration, but the Selectmen are limited in their manner <br /> to assess betterment's. <br /> Motion made by Selectman Caffyn to close the Public Hearing. <br /> Motion seconded by Selectman Leveille. <br /> VOTE: Unanimous. 5-0. <br />
