4 . <br /> Board of Selectmen <br /> Minutes 7 <br /> September 28, 1998 <br /> Public Hearing-Pickerel_Cove: <br /> Motion made by Selectman Leveille to open the Public Hearing <br /> on the conversion of Pickerel Cove Road and Pickerel Cove Circle <br /> from private to public ways. <br /> Motion seconded by Selectman Taylor. <br /> VOTE: Unanimous. 5-0. <br /> i <br /> Mr. Whritenour,Executive Secretary read aloud the Public Hearing <br /> notice as published. The betterment cost has been estimated as follows; <br /> construction costs $299,860.00 <br /> legal/engineering costs $ 5,000,00 <br /> temporary borrowing $ 500.00 <br /> total $305,360.00 <br /> estimated cost to be borne <br /> by 15 property owners $ 20,357.00 <br /> It was noted that six lots do not abut Pickerel Cove and <br /> Pickerel Cove Circle,but are necessary to cross said roads for access. <br /> In addition, one buildable lot containing seventeen acres has <br /> not been investigated to determine the actual betterment assessment. <br /> The Board was in receipt of correspondence from Susan Kagan Lange <br /> dated September 28, 1998 on behalf of her mother, Dorothy Kagan who <br /> maintains ownership of the seventeen acre lot of discussion, and from <br /> Andrew Gottlieb dated September 28, 1998 on behalf of his fam'ily in support <br /> of the conversion, but concerned with the betterment fee as proposed. <br /> Selectman Marsters opened the Public Hearing to obtain comment. <br /> Lois Tanzer asked to review the plans and related road layout to distinguish <br /> between Pickerel Cove and Pickerel Cove Circle. In addition, Ms. Tanzer <br /> recommended the Board consider the seventeen acre lot that was originally <br /> one acre zoned, and developable as a substantial betterment assessment. <br />
