t <br /> BOARD OF SELECTMEN <br /> MINUTES - REGULAR SESSION <br /> MONDAY, JUNE 18, 1990 <br /> PAGE TWO <br /> OLD BUSINESS <br /> #1 (Cont. ) <br /> Mr. Gottlieb moved to delegate the day to day <br /> administration of all departments under the control of the <br /> Board of Selectmen to the Executive Secretary and to <br /> instruct the Executive Secretary to establish a responsive <br /> system of Performance Appraisal , in which clearly defined <br /> goals and objectives are structured, agreed upon, and <br /> maintained throughout the year. Further, that the <br /> Executive Secretary make recommendations to the Board of <br /> Selectmen in consultation with the liaison on performance <br /> evaluations. and that the following goals be adopted by the <br /> Board of Selectmen for FY91 . <br /> 1 . To develop, implement and maintain a financial <br /> structure and organization capable of providing <br /> the most efficient delivery and management of <br /> Town services and resources. <br /> 2. To develop processes and structures to enable <br /> community understanding of Mashpee's municipal <br /> services, and to maximize community input into <br /> municipal affairs. <br /> 3 . To develop a growth management program `by <br /> integrating land use policies with the <br /> environmental , economical , and social needs of <br /> the community. <br /> 4. To develop a program to provide the maximum level <br /> of municipal services and infrastructure needs <br /> feasible, dependent upon financial abilities. <br /> Mr. Hanson seconded the motion. All were in favor. <br /> 2 . FY91 REAPPOINTMENTS The Board voted on the following <br /> reappointments for FY91 . <br /> Mr. Hanson moved to accept the resignation of Richard <br /> Halpern from the Board of Appeals and the Conservation <br /> Commission. Mr. Gottlieb seconded the motion. All were in <br /> favor. <br />
